1230 - RESPONSIBILITIES OF THE SUPERINTENDENT

The Superintendent of Schools shall strive to achieve Center goals for students by providing educational direction and supervision to the professional staff and supervision to the classified staff and by acting as a proper model for staff and students both in the school and outside the Center.

The Superintendent shall be directly responsible to the Governing Board for the performance of the following duties and responsibilities:

 A.Administers as chief school executive, the development and maintenance of a positive educational program designed to meet the needs of Lake County.

 B.Advises the Board on the need for new and/or revised policies and sees that all policies of the Board are implemented.

 C.Attends and participates in all meetings of the Board, except when own employment or salary is under consideration.

 D.Supervises the preparation of the annual operating budget and recommends and implements the Board approved budget.

 E.Prepares and submits to the Board recommendations relative to all matters requiring Board action, placing before the Board such necessary and helpful facts, information, and reports as are needed to insure the making of informed decisions.

 F.Informs and advises the Board about the programs, practices, and problems of the schools, and keeps the Board informed of the activities operating under the Board's authority.

 G.Secures and nominates for employment the best qualified and most competent teachers and supervisory and administrative personnel and defines the number and types of appointments needed.

 H.Reports to the Board the case of any employee whose service is unsatisfactory, and recommends appropriate action.

 I.Holds such meetings of teachers and other employees as necessary for the discussion of matters concerning the improvement and welfare of the schools.

 J.Conducts a continuous evaluation of the progress and needs of the schools and keeps the public informed about modern educational practices, and problems in the District's schools as well as the progress and needs of the schools.

 K.Delegates at own discretion to other employees of the Board the exercise of any powers or the discharge of any duties with the knowledge that the delegation of power or duty does not relieve the Superintendent of final responsibility for the action taken under such delegation.

 L.Keeps informed of modern educational thought and practices by advanced study, by visiting school systems elsewhere, by attending educational conferences, and by other appropriate means, and keeps the Board informed of trends in education.

 M.Directs studies and planning related to school district boundaries and requirements and makes recommendations to the Board.

 N.Recommends to the Board for its adoption all courses of study, curriculum guides, and major changes in texts and time schedules to be used in the schools.

 O.Submits to the Board a clear and detailed explanation of any proposed procedure which would involve either departure from established policy or the expenditure of substantial sums.

 P.Maintains directly or through delegation such personnel records, student records, business records, and other records required by law and Board policy.

 Q.Supervises the effective carrying out of all constitutional or statutory laws, regulations and Board policies.

 R.Files or causes to be filed all reports required by the State, School Code, and Board.

 S.Attends, or delegates a representative to attend, all meetings at which matters pertaining to the public schools appear on the agenda or are expected to be raised.

 T.Performs such other tasks as may from time to time be assigned by the Board, the General Assembly, the State Department of Education, and the State Board of Education.
