8452 - AUTOMATIC EXTERNAL DEFIBRILLATORS (AED)

The Board of Education has determined that it may enhance school safety to have an automatic external defibrillator (AED) placed in building(s) within the School District.

An AED is a medical device that interprets the cardiac rhythm of a person in cardiac arrest and, if appropriate, delivers an electrical shock to the heart intended to allow it to resume effective electrical activity.

Public Access to Defibrillation

AED programs are present in many public places, such as stadiums, airports, airplanes, many federal buildings, and an increasing number of worksites. AED’s are computerized medical devices that can analyze a heart rhythm that is not compatible with life and shock the heart into a regular viable rhythm. It is used in conjunction with CPR in events of sudden cardiac arrest. Sudden cardiac arrests are usually due to an abnormal hearth rhythm. Research has shown that chances of survival after sudden cardiac arrest decrease by ten percent (10%) for every minute waited for defibrillation, even when CPR is being performed.

Mission Statement:

The mission of Indian Valley Local Schools is to plan and implement a public access defibrillation program at Indian Valley. To disseminate information useful in reducing the morbidity and mortality related to cardiac causes while training staff in emergency care procedures.

Goals:

 A.Promote and establishment of a public access defibrillation program at Indian Valley Local Schools coordinated by the school nurse.

 B.Promote CPR/AED training for school faculty, coaches, teachers, principals, custodial staff, bus drivers, and school nurse.

 C.Coordination with local Fire and Rescue, Tuscarawas County 911 system, and physician oversight/post-event debriefing.

 D.Correct maintenance of equipment.

 E.Annual system assessment and review of program.

Program Coordinator:

The Indian Valley School Nurse, an employee of the school, trained in CPR/AED, has been identified as the Program Coordinator.

Responsibilities of Program Coordinator:

Maintain the AED/PAD program by:

 A.Selection of employees for CPR/AED training and distribution of CPR/AED trained employee lists as required.

 B.Coordination of training for emergency responders.

 C.Coordinating equipment and accessory maintenance and keep on file specifications/technical information of AED machine.

 D.Revision of procedure as required.

 E.Monitor effectiveness of this system.

 F.Communication with local EMS and medical director overseeing the AED/PAD program on issues related to the emergency response program.

The Board directs the Superintendent to develop guidelines that govern AEDs, including the use of the AED, placement of the AED, and training and oversight by a medical doctor or by the local EMS Medical Director. The Board also directs the Superintendent, in conjunction with the Medical Director, to review the guidelines, as appropriate.
