5530.01 - DRUG AND ALCOHOL PREVENTION PROGRAM

It is the goal of the Indian Valley Board of Education to promote an environment which will allow Indian Valley High School to become and remain a "Drug and Alcohol-Free Zone". To that end, a comprehensive Drug and Alcohol Prevention Program shall be implemented at Indian Valley High School. This program shall consist of three (3) components:

 A.Educational Component. Programs will be developed for all students in grades 9-12. These programs will consist of motivational speakers, multi-media presentations, testimonials, and prevention seminars, all intended to supplement the normal alcohol/drug prevention health curriculum.

 B.Identification Component. A drug and alcohol testing program shall be implemented for students in grades 9-12. The goal of the testing program is to identify students who have become involved with alcohol or drugs, for the purpose of providing intervention and assistance to those students. Students can be subjected to this testing program in three (3) ways, as listed below.

  1.Parent/Guardian Referral. Any parent/guardian who suspects that their child may be involved with alcohol or drugs can make a formal request of the school to have their child tested. That student will then be included with the next round of random sampling drug tests, as described in the Indian Valley Drug and Alcohol Testing Program for Student Athletes (JFCH-A-R).

  2.Self-Referral. Any student seeking help for drug/alcohol usage will have the opportunity to voluntarily enter this program and receive the benefits of school-based rehabilitation. In addition, any student desiring to take the test as a statement of their commitment to lead a drug/alcohol-free life will be permitted to take the test on a volunteer basis.

  3.Athletic Participation. In accordance with the United States Supreme Court ruling which permits drug/alcohol testing for student athletes, all Indian Valley student athletes shall conform to the Indian Valley Drug and Alcohol Testing Program for Student Athletes (JFCH-A-R).

 C.Intervention Component. The ultimate goal of this program is to provide assistance to students who have made the wrong decision and have become involved with drugs or alcohol. Students identified through testing shall conform to all consequences established by the District. Key to this Intervention will be the placement of identified students into a school-based rehabilitation program directed by the District’s Impact Intervention Team and local counseling professionals.

The Board recognizes that an interscholastic athletic program is an integral part of the entire educational program. Through participation in interscholastic athletics, students are provided an opportunity for educational and character-building experiences.

Athletes assume responsibility for regulating their personal lives in ways that will make them an efficient member of a team and worthy representative of this school. Drug and Alcohol use/abuse by student athletes is a major detriment to attaining these goals. The Board believes that by implementing a drug testing program, it will encourage students who want to participate in interscholastic athletics to remain drug/alcohol free.

A program of deterrence will be instituted as a pro-active approach to a truly drug-free school. It is recognized that through participation in athletics, students using illegal drugs/alcohol pose a threat to their own health and safety, as well as that of other students. The purpose of this program is to: (1) provide for the health and safety of all student athletes; (2) undermine the effects of peer pressure by providing a legitimate reason for athletes to refuse to use illegal drugs/alcohol; and (3) to encourage athletes who use drugs to participate in drug treatment programs.
