9210 - PARENT ORGANIZATIONS

The School Board encourages the participation of parents and community adults in the curricular and co-curricular programs of our school system. The contributions made by our various Parent Groups (PTO/PTA) and Booster Clubs* (Support Groups) are considered to be essential and extremely valuable in our endeavor to provide quality programs for students.

To prevent duplication of efforts, and possible confusion or conflict, the following policy procedures will be utilized by building principals and support group officers when operating and/or organizing an adult support group.

 A.All support groups must be chartered and sanctioned by the Greater Clark Board of School Trustees. (See building principals for Charter application.)

 B.Elementary and Middle Schools are limited to one Parent Group with Booster Clubs being considered on an as needed basis.

 C.Charter applications must have the Constitution and By Laws of the proposed organization attached to the application for School Board review.

 D.Principals will maintain close communication with all support groups to ensure harmony with the policies and goals of the school corporation. Both Parent Groups and Booster Clubs shall keep principals informed of the activities planned on a monthly basis for their organizations.

 E.The principal shall have the final approval of activities of any support group, and the interaction of said group with the students, staff or program of his/her school.

 F.Support groups shall be separately incorporated as a not-for-profit organization through the Indiana Department of Revenue and shall maintain a tax ID number that is separate from Greater Clark’s.

 G.Support groups are not entitled to use Greater Clark’s tax identification number for any purchases related to the organization.

 H.Membership in a school support group should be based on an interest in a quality program and willingness on the part of the adult to donate labor services, or to participate in fundraising activities.

 I.Support groups will keep accurate and audit-traceable records of all finances and fundraising activities.

 J.A complete written recording of net receipts, expenditures and current balances, including bank statements and financial report, will be reported to the membership and the building principal monthly. An annual financial report will be submitted to the building principal and to the district’s Chief Financial Officer.

 K.The Treasurer’s position for these organizations shall be bonded annual. A copy of the bond shall be provided to the building principal at the start of each school year.

 L.Funds to be spent for or given to a school organization must be mutually agreed upon by the faculty/staff sponsor, the building principal and the Adult Support Group. The principal will have ultimate decision making responsibility.

 M.Fundraising activities using the school’s name or the organization name must be approved by the principal of the school at the time the fundraising request is filed.

 N.Fundraising activities that require the use of students after regular school hours and off school property must have the building principal’s approval, parental approvals if students are under age 18, and the approval of the Board of School Trustees.

 O.Support groups are reminded that their purpose is to support and lend additional help to a student activity in order to enrich the student’s experience in that activity. The teacher/ sponsor for the student organization has the vested authority for planning, organizing, supervising and carrying out the educational and/or athletic program which the support group is assisting.

 P.Support groups participating in charity gaming activities must comply with the requirements for conducting such activities as established by the Indiana Gaming Commission, including obtaining 501(c)(3) status before applying for gaming licenses.

 Q.The support group may lose its charter with Greater Clark County Schools for any conduct that does not follow the mission of GCCS.

APPEALS PROCEDURE:

Decisions related to a denial of a fundraising request made at the building level may be appealed to the Superintendent of Schools or his /her designee within ten (10) days of the denial.

*Booster Clubs are organizations formed for the benefit of both boys and girls and include; but are not limited to: Basketball; Wrestling; Football; Soccer; Band; Theatre; Choral; Swimming; Golf; Volleyball; Tennis; Gymnastics; Drill Teams; Dance Teams; and Cross Country.
