The distribution or availability of printed or other material in the classroom is primarily a function of the education process within the discretion of the classroom teacher consistent with the policies and curriculum established by the Board of Education and the school administration.

Other material may be distributed by a pupil, teacher, or other school employee within a school building or on school grounds only with the permission of the principal, subject to the following standards and criteria:

Any person dissatisfied with a determination by the principal with respect to the distribution of the material may request in writing that the Superintendent or designated representative review such determination, which may be approved, amended or rescinded by the Superintendent.

The Superintendent may prescribe supplementary procedural regulations consistent with the spirit and intention of this policy statement.

Persons not associated with the schools will not be permitted to distribute printed or other materials in school buildings or on school grounds during school hours except with the permission of the principal which will be granted only when, in the principal’s opinion, the welfare of the pupils or the broad community interest will be served.
