9160 - PUBLIC ATTENDANCE AT SCHOOL EVENTS
The Board of Education welcomes and encourages the attendance of members of the community at athletic and other public events held by the schools of the District.

Spectator Buses - Use of District Vehicles |
|

In order to encourage attendance at District sponsored events occurring away from local District facilities, the Board authorizes the use of school vehicles to transport spectators, including residents of the community who are not students, to all such events, provided that such use does not: |

A. |
interfere in any way with the normal operations of the schools; |
|
|
B. |
create any financial burden upon the District which it would not otherwise incur; |
|
|
C. |
hamper or interfere with the normal activities of students participating in the event. |
|
|
Whenever spectators are transported to an event on the same vehicle with student participants and additional spectator vehicles are not in any way involved with the event, such spectator riders shall not be charged for transportation. In case it becomes necessary to assign more District vehicles than are needed to transport all of the participants to the event in order to carry spectators, all spectator passengers, regardless of the vehicle ridden, may be charged a transportation fee. This charge shall be limited to fees per person which in the aggregate amount collected shall adequately offset the total costs of the additional transportation. |

Spectator Behavior at School Events |

Student spectators, while riding on District vehicles and attending school events are expected to abide by the provisions of their Student Codes of Conduct. Adults and other nonstudent spectators are expected to conduct themselves in similar fashion, and particularly observe the District's prohibitions of the use of tobacco, the possession or use of alcohol or illicit drugs and the possession of weapons. |

The Board and school administrators hold the legal authority to bar the attendance of or remove any person whose conduct may constitute a disruption at a school event. School administrators have the authority to call law enforcement officials if a person violates posted regulations or does not leave school property when requested. They are also authorized to use detectors and other devices to better ensure the safety and well-being of participants and visitors. |

If a student or adult is asked to leave or is removed from a school event, no admission fees shall be refunded. |
|
|
The Superintendent and principals are authorized to post and enforce rules of behavior at school events. |
|
|
The Board prohibits gambling or betting by student and/or adult spectators at all District-sponsored events. However, raffles and similar forms of fund raising by District-related organizations may be permitted if approved by the Superintendent in accordance with District policy. |

Use of Audio-Visual Equipment at School Events |
|
The Board is aware of the increasing desire of many parents and other members of an audience to use "camcorders" and other audio-visual devices at school events. The Board authorizes the use of such devices provided that their use does not interfere with the conduct of the particular activity, impinge on the enjoyment of the event by other members of the audience, or violate copyright or contract provisions related to a performance. |

The Superintendent shall establish rules and procedures governing the use of nonDistrict audio-visual devices and equipment designed to assure that obtaining recordings at any District-sponsored event or activity, particularly athletic events, dramatic presentations and graduation ceremonies, does not delay or disrupt the activities. Such rules are to be posted and/or distributed in a manner that best assures compliance. |

Any person or organization seeking to film or videotape students or a school activity which is not a public event shall obtain prior permission to do so from the principal. |
