7310 - DISPOSITION OF TANGIBLE PROPERTY

The Board of Education believes that the efficient administration of the District requires the determination and disposition of surplus property in an orderly and efficient manner.

For purposes of this policy:

 A."tangible property" shall mean instructional material and/or equipment;

 B."instructional material" shall mean textbooks, library books, manuals, audio and video tapes, slides, films, computer software and other items used in the instruction of students;

 C."equipment" shall mean a unit of furniture or furnishings, an instrument, a machine, an apparatus or a set of articles which retains its shape and appearance with use, which is nonexpendable, costs in excess of one hundred dollars ($100) to replace, does not lose its identity when incorporated into a more complex unit and is not considered to be real estate or real property.

7310.1

Determination of Surplus Instructional Materials

   
 

The professional staff shall periodically review instructional materials being used by the schools to determine the relevance of such materials to the present world and current instructional programs. Based upon such reviews the professional staff of each school shall inform the principal of any instructional material(s) which it deems to have become surplus, obsolete or unsuitable and may recommend a method of disposing of it.

   
 

Criteria to be considered in making such a determination shall include but not be limited to:

   
 

A.

A copyright date ten (10) or more years old;

     
 

B.

Concepts or content that do not support the goals of the current curriculum;

 

C.

Information that may not be current, or has become obsolete or incomplete;

     
 

D.

Material which has suffered wear and tear beyond repair or salvage;

     
 

E.

Material for which replacement or alternative material is affordable and available.

   
 

The building principal shall review all staff recommendations for the disposal of instructional material, and if s/he is in agreement, shall declare it surplus and suitable for disposal.

   

7310.2

Determination of Surplus Equipment

   
 

The building principals and other appropriate supervisors shall periodically review all District equipment within their range of control to determine its condition and usability in the educational program. Based upon such reviews each principal and/or supervisor shall report to the Superintendent the specific equipment s/he deems surplus, obsolete, or unsuitable and may recommend a method of disposing of it.

   
 

Criteria to be considered in such determinations shall include but not be limited to the following:

   
 

A.

Repair parts for the equipment are no longer readily available, or cannot be economically obtained.

     
 

B.

Repair records indicate that the equipment has little or no usable life remaining.

     
 

C.

The equipment is obsolete but still has a potential for sale at a reasonable price, the educational process would be far better served by a replacement and such replacement is available and affordable.

     
   

The Superintendent shall review all such supervisor reports, and if the replacement value of any item or aggregate of similar items deemed to be disposable is in excess of five hundred dollars ($500), shall personally inspect the equipment.

     
   

If the Superintendent agrees with the assessment of the principal or supervisor that the equipment is surplus, s/he shall declare it surplus and suitable for disposition.

7310.3

Powers of Property Disposal

   
 

Building principals and supervisors are authorized to declare surplus and dispose of items or aggregates of similar items under their control which have a replacement value of less than one hundred dollars ($100) and which do not appear in the District's Fixed Asset Accounting System.

   
 

The Superintendent is authorized to declare surplus and dispose of items or aggregates of similar items which appear on the District's Fixed Asset Accounting System and which have a replacement value of less than five thousand dollars ($5,000). The Superintendent shall report the disposition of all property made under this provision and the proceeds of such disposition at least by the next regular Board meeting.

   
 

Disposal of any item or any aggregate of items which has a replacement value in excess of five thousand dollars ($5,000) shall be declared surplus by the Board and shall require the approval of the Board for its disposal. The Superintendent shall make recommendations to the Board for the disposal of such items and act as agent for the Board in any transaction(s) required for their disposal.

   

7310.4

Methods of Disposal

   
 

Except by official action of the Board no tangible property owned by the District shall suffer disposal until after it has been declared surplus in accordance with this policy.

   
 

Bids or offers to purchase shall be solicited for items or aggregates of similar items estimated by the Superintendent to be worth more than five thousand dollars ($5,000) at the time of disposal.

 

The Superintendent shall administer the bidding process and act as agent for the Board in all such transactions. The Board may reject any and all bids regardless of price or other considerations.

   
 

Disposition of District property may be made by sale, lease, proper waste removal, recycling or donation to or for student groups, school related projects and activities, nonprofit organizations or established charities.
