7100 - FACILITIES PLANNING

The Board of Education recognizes that prudent short and long range planning for the timely provision of adequate educational facilities is essential to the continued efficient operation of the schools. The Board acknowledges that facilities planning must be based upon accurate, adequate data and known and/or perceived needs of District students, must be compatible with the educational goals of the District and must generate responsible support by the community.

In this context the term "educational facilities" means capital items constructed on the site such as buildings, athletic fields, parking lots, etc. The term "adequate" implies serious consideration of the physical requirements of District programs including the special needs of disabled students, and strict attention to conformity with all provisions of law regarding construction or procurement of any facility and its intended later use.

7100.1

Short and Long Range Planning

   
 

The Board requires that both short range and long range facilities plans be prepared and accepted by the Board without commitment for implementation or authorization of any expenditure(s). Copies of these plans shall be kept on record in the Superintendent's Office and shall be available to the public.

   
 

Both plans may be included in a single presentation which shall include pertinent data upon which the recommendations are based, including but not limited to anticipated changes in the District educational program, present and projected student enrollments, District and regional census projections and other demographic factors likely to affect the District's capital construction needs.

   
 

The short-range plan shall have a duration of three (3) years and shall enumerate those facilities needs which appear to be most urgent to the District. It shall list individual projects or items in their order of urgency, the most urgent being first. It shall contain specific recommendations for site acquisition, development, financing the costs estimated to be involved, construction and/or procurement of each item listed, and may include recommendations for alternate uses or disposal of existing facilities.

   
 

Whenever a short-range plan expires, a new one shall be developed and put in place within one (1) year of such expiration.

 

The long-range plan shall enumerate all facilities needs not included in the short range plan which are anticipated for a period of fifteen (15) or more years into the future. It shall be developed by the same means and in the same manner as the short range plan is developed, and it shall be reconstructed and extended in time whenever each new, succeeding short-range plan is developed.

   
 

In order to facilitate responsible and efficient financial planning the Superintendent shall add, as an addendum to each recommendation in each plan, his/her estimate of any change in annual operating expenditure(s) above or below the expense which is likely to be sustained in the absence of its implementation.

   
 

The required facility plans shall be developed by a special citizens' advisory committee which shall be created in accordance with District policy. The Superintendent and one (1) Board member shall be ex-officio members of the committee. The President of the Board shall charge the committee in writing with its task(s), and define the extent and limitations of its scope and the result(s) expected. As soon as the final report of the committee is received and accepted by the Board it shall automatically dissolve and cease to exist.

   
 

In order to apprise the Board of the continuing relevance of the facilities plans in effect the Superintendent shall:

   
 

A.

Report to the Board the total enrollment and the enrollments by grade of students attending the schools, and provide supplemental reports of such enrollments throughout the school year whenever changes occur which might significantly affect the District's operations or financial position.

     
 

B.

Conduct a survey and report to the Board each spring the number of kindergarten students who have indicated that they expect to enroll the following fall, and his/her estimate of its likely effect upon the total enrollment in the District.

     
 

C.

Supply the Board with past enrollment projection figures, with comparisons to actual past enrollment figures, and keep the Board supplied with the latest enrollment projects available for the District.
