The Board of Education is committed to the efficient and economical operation of the schools and acknowledges that this depends in part upon careful and prudent budgeting of expenditures, a sound system of accounting and a comprehensive system of financial safeguards as required by law, and therefore requires scrupulous obedience to all of the financial laws, rules and regulations of the Federal and State governments, the State Board of Education and of this District.
