5830 - STUDENT FUND RAISING

The Board of Education acknowledges that fund raising by students, including the solicitation and collection of money in exchange for tickets, papers or any other goods or services, may be a legitimate part of the educational process and that monies raised through such fund raising may enrich and enhance school programs.

The Board shall permit student participation in fund raising on school property or at any school-sponsored event but only when the net proceeds therefrom are to be used for school purposes or for an activity connected with the schools.

The Board decrees that fund raising solicitations of students in school shall be severely limited because compulsory attendance laws make them captive donors and because extensive solicitations may interfere with the educational processes of the schools.

Approved school organizations whose funds are managed by the District may solicit and collect funds in school with the permission of the principal. Permission of the Superintendent shall also be required if any such fund raising efforts are made outside of the school premises.

Students may participate in fund raising by or in behalf of outside organizations within the schools only with permission from the principal and Superintendent and only to the extent allowed in Board policies covering solicitation of funds by outside organizations.

The Superintendent shall establish administrative guidelines for the solicitation of funds by students which shall:

 A.Specify the times and places in which funds may be collected;

 B.Prohibit methods of solicitation which place undue pressure on students;

 C.Limit the kind, amount and location(s) of advertising for solicitation;

 D.Ensure proper distribution or liquidation of monies remaining in student activity accounts when the organization becomes defunct or disbanded;

 E.Limit the number of fund raising events.

The Superintendent shall distribute this policy and the guidelines which implement it to each school organization permitted to solicit funds.
