2115 - ASSESSMENT OF SPECIAL DISTRICT GOALS
One of the major functions of the Board of Education is to work with the administration to establish the goals by which the District can accomplish its mission and to provide the resources necessary for their accomplishment. Because of the importance the Board places on accomplishing goals, it establishes the following policy for effective assessment of achievement.
Prior to the annual evaluation of the Superintendent and before defining new goals, the Board and the administration shall, independently, assess the progress of the District during the previous year toward the achievement of established goals. These assessments shall take place at a time of the year when evaluations of the District's learning programs as well as evaluations of key administrators and other staff have been completed such that these data are available for reference during these independent assessments.
Any significant differences in the conclusions developed by the two (2) assessments must be resolved to identify any weakness in definitions of prior goals leading to conflicting expectations.
If any previously established goal has not been achieved as planned, the Board shall decide either to abandon that goal or to redefine and re-establish it. The Board may also decide to determine the root cause(s) of failure to achieve the established goal, e.g., inadequate staff (numbers or talents), insufficient funding, lack of commitment, inappropriate timing, etc.
Those goals which have been successfully achieved shall be made known to the general public with special credit being given to outstanding contributions and/or contributors to such success.
