6200 - FISCAL MANAGEMENT GOALS

As trustees of the State's and community's investment in plant, facilities and operational funds, the Board of Education has a responsibility for assuring that the investment is protected and used wisely. While Board members cannot be expected to tend to business and fiscal affairs personally they expect that the Superintendent will keep them informed through reports, both oral and written, which will satisfy the needs of their responsibility. With the assistance of the Treasurer and other personnel designated by the Superintendent, the chief administrator is expected to utilize modern management systems and techniques in developing an efficient and business-like procedure for fiscal accounting, purchasing, protection of plant, grounds, and equipment through effective and economical insurance maintenance and operation. Because of resource limitations, there is sometimes the temptation to operate so that fiscal concerns overshadow the educational program. Recognizing this, it is essential that the District take specific action to make sure education remains central and fiscal matters are ancillary and contribute to the educational program.

Through sound fiscal management, the Board of Education seeks to achieve the following goals:

 A.To engage in thorough advance planning, with broad based staff and community involvement, in order to develop budgets and guide expenditures to achieve the greatest educational returns.

 B.To establish levels of funding which will provide high quality education for the District.

 C.To use the best available techniques for budget development and management.

 D.To provide timely and appropriate information to all staff with fiscal management responsibilities.

 E.To establish procedures for accounting, reporting, business, purchasing, delivery, payroll, payment of vendors, and contractors and all other areas of fiscal management.
