Legislative

   
 

The Board of Education shall make such rules and regulations as are necessary for its governance and the governance of its employees and students of its grounds or premises by adopting bylaws and policies for the organization and operation of this Board and this School District. R.C. 3313.20

   
 

Those bylaws and policies which are not dictated by the statutes or rules of the State Board of Education or ordered by the Superintendent of Public Instruction, or a court of competent authority may be adopted, amended, and repealed at any meeting of the Board.

   
 

Bylaws shall be adopted, amended, repealed, or suspended by a 4/5's affirmative vote of the full Board. Policies shall be adopted, amended, or repealed by a majority vote of the full Board.

Technical Corrections

   
 

Periodically it may be deemed necessary to make technical corrections to policies that have already been adopted through normal procedures. These technical corrections may include consolidation of sections, transfer of sections, combining or dividing sections, renumbering subsections, sections, chapters and titles, corrections or additions for grammatical or typographical errors, alterations and omissions not affecting the constructions or meaning of those sections, subsections, chapters, titles, or policies as a whole.

   
 

Should the Board of Education choose to make such technical corrections, it may be accomplished by resolution as part of the consent agenda without going through the normal policy adoption procedure.

Executive

   
 

The Board shall exercise its executive power by the appointment of a Superintendent of Schools, hereinafter referred to as "Superintendent", for a term not longer than five (5) years. R.C. 3319.01

   
 

The Superintendent shall enforce the statutes of Ohio, rules of the State Board, and the policies of this Board. R.C. 3319.01

   
 

The Superintendent shall prepare guidelines for the administration of the District which are not inconsistent with statutes, regulations of the State Board, or the policies of this Board. (See Policy 1230.01)

   
 

Such administrative guidelines shall be binding on the employees and the students of this District when issued.

   
 

In the event of unforeseen problems or difficulties presenting new or unique situations to the East Muskingum Local School District, the Superintendent is empowered to take action without express written administrative guidelines from the Board of Education. The Superintendent shall strive to conform all actions taken pursuant to this section with other board policy and administrative guidelines. If possible, the Superintendent should contact the Board of the present circumstances and request its guidance.

Judicial

   
 

The Board of Education may assume jurisdiction over any dispute or controversy arising within the District and concerning any matter in which authority has been vested in the Board by statute, rule, a contract, or policy of this Board.

Evaluation Of School Board Operational Procedures

   
 

The Board of Education recognizes and supports the concept of a thorough and complete system of evaluation. Such an evaluation system can be effective only if each party contributing to the advancement and improvement of the schools is regularly and systematically apprised of his/her strengths and weaknesses.

   
 

The Board of Education is no exception to this concept and accordingly shall regularly involve itself in both self-evaluation and by those with whom it deals. The overriding concept behind this evaluation system shall be the improvement of school board leadership both from each individual board member and from the Board as an entity.

   
 

In development and implementation of the Board evaluation system, it is desirable if the:

   
 

A.

board members design and understand the standards against which they will measure themselves;

     
 

B.

evaluation is conducted and discussed at a time, when there are no other items on the agenda so full attention can be devoted to improvement and understanding;

     
 

C.

evaluation is a composite of both the individual board member's opinions an the entire board's perceptions of itself as a unit;

 

D.

evaluation occurs regularly -- at least once a year;

     
 

E.

evaluation includes a discussion of strengths as well as weaknesses;

     
 

F.

evaluation is based upon but not limited to a standard document which sets guidelines for discussion of the Board's responsibilities;

     
 

G.

judgments and decisions of the Board are supported by rational and objective items;

     
 

H.

objectives for improvement are reduced to writing and incorporated into succeeding evaluations.

   
 

The Board of Education takes its responsibilities to the citizens and students of this School District very seriously and accordingly sets very high standards for its own performance. The Board expects this commitment to excellence and continuing improvement to be reflected in every aspect of the school's operations.
