8401 - ENTRY AND ESCORT POLICY FOR ALL SCHOOL PROPERTIES

Purpose of ENTRY and ESCORT Policy-School City of East Chicago Properties:

In order to assist School City of East Chicago Trustees to promote security and protect the health and welfare and safety of students, staff, and visitors; a Standard Entry and Escort Protocol for all School City of East Chicago Properties (SCECP), which will include all schools and facilities, is being documented in this policy and will be enforced.

Any person(s) entering a school property who engages in conduct that places the safety or security of the students, staff, or visitors at risk is subject to removal and/or arrest and prosecution by an authorized law enforcement agency.

References:

 A.SCECP- School City of East Chicago Property: includes all buildings and properties owned by the School City of East Chicago, located in the City of East Chicago, Lake County, Indiana.

 B.Delegate of a School Administrator: includes a designated School City of East Chicago Employee and all School Safety Staff Employees.

 C.PGFM: Parents, Guardians, and Family members of an enrolled East Chicago Public School student.

 D.Outside Individual(s);includes anyone who is NOT: a student, parent, guardian, family member of a student, or an employee of the School City of East Chicago, Indiana.

STUDENTS ENTERING School Properties:

All students enrolled at a SCECP will only enter that school at times and through doorways identified and authorized by Administrators or their delegates to facilitate and provide for the safety and security of students and SCEC Employees.

Any School City of East Chicago (SCEC) Student entering or assisting other students or non-students to enter a SCECP at times and doorways NOT designated by Administrators are subject to disciplinary actions by Administrators; to include removal and/or arrest and prosecution by an authorized law enforcement agency.

Any enrolled SCEC student who is assigned to any alternative education program must enter and exit their assigned SCECP at times and through doorways identified and authorized by Administrators or their delegates.

Any enrolled SCEC student who is SUSPENDED and will be entering a SCECP during school hours must enter through the SCECP through the front/main entrance and immediately report to the receptionist; where they will be required to sign in on their arrival, and remain with the school receptionist until such time as they can be escorted to their designated and authorized destination; and continue to be escorted until such time as they have left this SCECP.

Any school student who does not follow this protocol is subject to disciplinary actions by Administrators; to include removal and/or arrest and prosecution by an authorized law enforcement agency.

East Chicago Central High School- STUDENT IDENTIFICATION CARD:

All SCEC students enrolled at East Chicago Central High School (CHS) will be required to secure, maintain, and possess a valid Student Identification Card.

Upon request, all enrolled CHS students who enter CHS are required to provide CHS Administrators or their delegates with their valid student identification card.

CHS students who do not possess a valid student identification card and who are not known to CHS Administrators or their delegates may be detained by CHS Administrators or School Safety Specialists until such time as the status of their present enrollment at CHS can be confirmed.

PARENTS, GUARDIANS, & FAMILY MEMBERS entering School Properties:

Parents, guardians, and family members (PGFM) of an enrolled student who is entering a SCECP when school is in session are required to enter the SCECP through the front main entrance door. Upon entry all PGFM’s will report to the reception area where they will be required to sign-in and present a valid form of photo identification that will be held at the reception desk during their visit.

PGFM will be required to advise the receptionist the nature of their visit and whom they intend to meet at the SCECP. At this time the PGFM will be provided with a numbered visitor’s identification card that they are to wear and it be clearly visible at all times. The PGFM will remain at this location until they can be escorted by a delegate to their authorized designation.

PGFM entering SCECP when school is in session are required to be escorted by a delegate at all times while in the SCECP. These escorts will be required when they are traveling between offices or any other location on the SCECP and this escort will continue until such time as the PGFM exits the campus.

Before exiting the SCECP, PGFM will sign out at the reception area and return/exchange their issued visitors identification card for their photo-identification card.

Any PGFM intending to enter a SCECP and who refuses to provide a valid form of photo identification or to be escorted by a delegate will be asked to leave the SCECP and is subject to removal and/or arrest and prosecution by an authorized law enforcement agency.

School EMPLOYEES NOT ASSIGNED to the SCECP they are entering:

When entering a SCECP, school City of East Chicago Employees (SCEC) who are NOT ASSIGNED to the SCECP that they intend to enter, are expected to report to the main reception desk to ‘Sign In’ and to advise the nature of their visit and whom they will be meeting with. These same employees will be expected to possess and if requested provide a valid SCEC Identification card or other valid photo identification to the SCECP receptionist. At this time it will be determined by the receptionist if this employee will require an escort to their designated and authorized destination.

OUTSIDE INDIVIDUAL(S) entering School Properties:

All Outside Individuals (OI) entering a SCECP at any time are required to check in and enter the SCECP through the front main entrance. Upon entry, OI will report to the reception area where they will be required to Sign-In and present a valid form of photo identification that will be held at the reception desk during their visit.

During this Sign-In they will be required to advise the receptionist the nature of their visit and whom they intend to meet with at the SCECP. At this time the OI will be provided with a numbered SCEC Visitor’s Identification Card that is to be clearly visible at all times. The OI will remain at the reception area until they can be escorted by a delegate to their authorized designation.

OI entering a SCECP are required to be escorted by a delegate at all times while on the SCEC Campus. These escorts will be required when they are traveling between offices or locations on the entire SCEC Campus and continue until such time as the OI exits the SCEC Campus.

Before exiting the SCECP, the OI will sign out at the reception area and return/exchange their issued visitors identification card for their photo identification card.

Any OI intending to enter any SCECP and who refuses to provide a valid form of photo identification or to be escorted by a delegate will be asked to leave the SCECP and is subject to removal and/or arrest and prosecution by an authorized law enforcement agency.
