5330.04 - NARCAN® NASAL SPRAY: MAINTENANCE AND USE

In accordance with State law, the Superintendent hereby approves this policy and procedure, alternatively termed "Administrative Guidelines," governing the maintenance and use of NARCAN® (naloxone hydrochloride) Nasal Spray.

 

A.

Protocol for Use:

 
 

The manufacturer recommendations for NARCAN® Nasal Spray, are as follows:

 

1.

Dosage: If signs or symptoms of opioid overdose are developing or present themselves, administer four (4) mg of NARCAN® Nasal Spray.

2.

Frequency: Due to the duration of action of naloxone hydrochloride relative to the opioid, keep the individual under continued observation. If additional doses are available, administer repeat doses of NARCAN® Nasal Spray, every two (2) to three (3) minutes, as necessary, while awaiting emergency medical assistance.

3.

Referral: The individual must be referred to a physician for medical evaluation, even if symptoms resolve completely. Symptoms may recur within minutes as the duration of action of most opioids exceeds that of naloxone hydrochloride.

4.

Documentation and Notification: Document the details of the incident and notify the individual’s parents, guardian, or caretaker and emergency medical services (911) in accordance with school policy.

 
 

B.

Locations: At least one (1) dose of NARCAN® Nasal Spray shall be securely stored in the AED kits in each building.

 
 

C.

Storage, Replacement, and Disposal: NARCAN® Nasal Spray shall be stored, replaced, and disposed of in accordance with the following guidelines:

 
 

1.

Storage: NARCAN® Nasal Spray shall be stored in its sealed, original container from the manufacturer at room temperature, 59 degrees F to 77 degrees F.

 
 

2.

Replacement: Will be re-ordered after use or expiration date of NARCAN® Nasal Spray.

 
 

3.

Disposal: In sharps container after expiration date; if used, send with the person in which it was used with EMS.

 
 

The building principal/school nurse is responsible for verifying that at least one dose of NARCAN® Nasal Spray is maintained in the school building and that it has not expired.

 
 

D.

Individuals Authorized to Administer NARCAN® Nasal Spray in Emergency Situations: The following individuals are authorized to access and use NARCAN® Nasal Spray in emergency situations:

 
 

1.

licensed school nurse

 
 

2.

licensed athletic trainer

 
 

3.

athletic directors/site-directores

 
 

4.

building administrators

 
 

5.

building intern

 
 

6.

building secretary

 
 

7.

teacher

 
 

8.

clinic aide

 
 

9.

Traumatic First Aid Team

 
 

10.

Emergency Response Team

 
 

11.

any staff member that thas been trained to administer the NARCAN® Nasal Spray

 
 

Each school shall have at least two (2) persons trained in the appropriate use of NARCAN® Nasal Spray. Building Principals shall maintain a list of the specific individuals authorized to use, in emergency situations, the District-maintained NARCAN® Nasal Spray.

 
 

E.

Training: Before using a NARCAN® Nasal Spray in an emergency situation, an individual other than a licensed school nurse or licensed athletic trainer, must complete a NARCAN® Nasal Spray administration training conducted by a licensed health professional. The training shall include how to recognize opioid overdose and administer a NARCAN® Nasal Spray. The training shall also include an evaluation by the licensed health professional of the employees’ understanding of the protocols for administration of the NARCAN® Nasal Spray. The school nurse is responsible for coordinating the training of Board employees to administer NARCAN® Nasal Spray.

 
 

F.

Emergency Situations: The authorized individuals may access and administer NARCAN® Nasal Spray in emergency situations, including but not limited to:

 
 

1.

when an individual suffers from a known opioid overdose;

 
 

2.

when an individual suffers from a suspected opioid overdose as manifested by respiratory and/or central nervous system depression.

 
 

G.

Emergency Medical Provider Assistance: The individual administering shall seek immediate emergency medical assistance (911) after administration of the first dose of NARCAN® Nasal Spray.

 
 

H.

Additional Recipients of NARCAN® Nasal Spray Assistance: In addition to students, school employees, contractors, and visitors, NARCAN® Nasal Spray may be administered to the following individuals in an emergency situation: any individual on school grounds who is believed to be experiencing an opioid overdose.

 
 

I.

Reporting of Administration: Any person who administers NARCAN® Nasal Spray to a student shall promptly notify the student’s parents/guardian. Additionally, all NARCAN® Nasal Spray administration by Board employees/contractors to students shall be reported to the superintendent.
