8452 - AUTOMATIC EXTERNAL DEFIBRILLATORS (AED)

The Superintendent will consult with a licensed physician regarding the authorization to purchase AED devices for placement in school buildings based on the plan outlined by the school nurse and the physician. The physician will be deemed the District’s Medical Director for the purposes of its AED devices. The physician will consider the proper placement of the AED(s), appropriate training to be provided, appropriate maintenance and testing of AEDs purchased by the District, and administrative guidelines for use of AEDs on students and adults according to manufacturer specifications. Additionally, the Superintendent will seek advice for the Medical Director in developing appropriate procedures governing use of an AED in the event of an emergency.

The Superintendent has designated the District school nurse as the AED Officer who is responsible for maintenance and testing of the AED according to the manufacturer’s guidelines and according to any input from the Medical Director. The AED officer will notify the local emergency communications or dispatch center of the existence, location, and type of AEDs obtained by the School District. Additionally, the AED Officer will register the AED devices with the EMS system hospital(s) in the vicinity of the School District.

The Administrative Guidelines developed by the Medical Director and the AED Officer are found in the Nurses’ office and with central administration. The Medical Director and the AED Officer will provide a maintenance checklist for servicing and testing of the AED devices. Checklists are found in the Nurses’ office and with every AED.

The Superintendent will ensure that training is offered to First Response teams. Training will be done in accordance with the American Red Cross procedures, and in accordance with rules and regulations of existing State or Federal guidelines regarding the use of AEDs. The Superintendent will receive assurances that the individual(s) conducting the training are qualified to conduct such training. The training will also include training in cardio-pulmonary resuscitation (CPR), in accordance with nationally recognized guidelines.

Only trained AED users shall operate the AED. A trained user means a person who has successfully completed a course of instruction in accordance with the standards of a nationally recognized organization such as the American Red Cross or the American Heart Association or a course of instruction in accordance with State and Federal law regarding use of an AED or a person licensed to practice medicine.

After the use of an AED in an emergency, the AED Officer and the Medical Director will review the incident and prepare a summary, including any data recorded by the AED.
