2423B - CHECKLIST FOR IMPLEMENTING SCHOOL-TO-WORK PROGRAMS

Board of Education Policy 2423 - School-to-Work Initiatives describes certain concerns that the Board has regarding the implementation of both school-based and work-based programs. This guideline provides a list of questions that need to be addressed before a program is implemented in order to better ensure that the interests of the District and other key stakeholders are protected and the well-being of students and staff has been considered.

School-Based Learning Programs

Program Proposals

____ Have any proposals for funding from the State or other sources been checked against the Proposal Evaluation Form 6111 F3. If procedures were not adequately provided in the RFP, did staff make use of the procedures/forms contained in AG 6111A and AG 6111B on Grant Writing?

____ Have all key stakeholders been identified and then informed of funded proposals?

Program Planning

____ Have programs been planned for students at each level?

____ Are the programs differentiated in terms of the needs of the students?

____ Does each program component meet the criteria established in
AG 2423A?

____ Are programs accessible to students in accordance with the equal educational opportunity provision established in Board Policy 2260?

____ Have activities been planned to help students confirm that they have built the connection(s) between the academic learnings and the world of work?

Staff Preparation

____ Have appropriate professional development activities been planned for staff to better ensure proper implementation of each program. Do the staff development activities meet the expectations defined in AG 3242C - Six Questions to Judge the Effectiveness of Staff Development Programs?

____ Have staff members who will implement a program had the opportunity to provide input on the design of the staff development program and feedback on its effectiveness?

Program Implementation

____ Have the program activities been scheduled in such a way so as not to create conflicts with other essential learning programs?

____ Has adequate communication concerning a program taken place with all key stakeholders so they understand the purposes, intended standards, logistics, and assessment of the program and their role in supporting its implementation?

____ Have mechanisms been established to obtain feedback from staff, students, and other stakeholders on the effectiveness of the implementation?

____ Have potential problem areas been identified and adequate contingency procedures planned to overcome these "roadblocks"?

____ Have appropriate means been established to convey to all key stakeholders progress of the program and the results obtained when the program has been completed?

Work-Based Learning Programs

Prior to any student participating in a job-shadowing experience, internship, or other type of work-related learning activity, the following conditions have been met:

Work-Site

At least one (1) member of the school staff has visited the work site to ensure that:

____ the nature of the work experience correlates to the student's
school-based school-to-work program;

____ the work-site personnel are aware that the student cannot be used to replace a worker or perform work in lieu of a worker without proper compensation in accordance with the wage and hour laws;

____ safety conditions and procedures are adequate;

____ work-site personnel understand the purpose of the work experience and the learnings to be acquired through the experience;

____ procedures have been established for the proper supervision of the participants;

____ procedures for evaluating the performance of the participants have been established and agreed upon by school staff and work-site personnel;

____ a plan for effective communication between the school staff and the work-site personnel has been developed and agreed upon;

____ the Work-Site Learning Agreement Form 2423 F1 has been read and signed by an official representative of the work-site organization;

____ if members of the staff are the participants at the work site and/or if work-site personnel are involved at the school site, an agreement has been reached with the work-site organization regarding responsibility for any accident or injury occurring during participation;

____ proper worker compensation coverage is available and the work-site organization has adequate liability insurance;

____ the District's liability insurance provides adequate coverage for participants in the program and for any liability created by a program participant.

School Site

____ The parents of each participating student have been informed about the program their child will be participating in and have signed the Work-Site Learning Agreement Form 2423 F1.

____ Appropriate members of the school staff have been briefed on the nature of the program, their responsibilities, and have signed the Work-Site Learning Agreement Form 2423 F1.

____ Participants have been informed of the details of the work-site experience and their responsibilities and have signed the Work-Site Learning Agreement Form 2423 F1.

____ Transportation arrangements have been made that are consistent with District guidelines on transporting students.

____ All costs to the District have been itemized and approved.
