5111.02 - ENROLLMENT OF NON-RESIDENT CHILDREN OF EMPLOYEES

The Superintendent may allow implementation of the following procedures for enrollment of non-resident children of employees pursuant to M.C.L.A. 388.1606 only as provided in this policy. Enrollment of these students is discretionary and is not a condition of employment with the District.

Eligibility

 A.On an annual basis, the Coordinator of Student Services will determine the number of spaces available for non-resident children of employees after in-district space available transfers have been completed.

 B.Only individuals currently under active full-time contractual employment with the District and receiving a payroll check from the District and whose collective bargaining agreement or individual contract with the District expressly provides for this benefit is eligible.

 C.Late applicants will not be eligible.

 D.The employee forfeits admission under this policy if the student is not enrolled and present for membership purposes.

Transportation

 A.Parents are responsible for transportation of students attending a school of choice unless State law shall provide otherwise.

 B.Students must arrive and depart from school based on established building policies.

Availability

 A.Determination as to the space available for enrollment of these students will be made after in-district space available transfers have been completed.

 B.The Office of Student Services will use existing policies and procedures for school of choice to determine available openings. The District will retain the right to identify secondary schools based on space availability regardless of which elementary or middle school the non-resident student has previously attended.

 C.Applications will be due by the end of the business day on May 15th of each year or the first business day following May 15th. The District reserves all rights in determining what location and classroom the children of non-resident employees are assigned if approved for enrollment in the District.

Application, Acceptance, and Rescinding

 A.Parents/Guardians must apply in writing to the District's Office of Student Services using the Non-Resident Child of Employee Admission Request Form.

 B.Parents/Guardians must apply annually. A separate application must be submitted for each student.

 C.Selected students have the right to continue their enrollment in subsequent years provided:

  1.they are still the child of a qualified employee;

  2.the employee reapplies;

  3.no reduction in enrollment is necessary in order to accommodate the children of District residents.

 D.The Office of Student Services will consider all applications at the same time for possible selection. Selection will be made by lottery.

 E.Each application will be assigned a number.

 F.Numbers will be drawn randomly.

 G.The first applicant drawn may accept from any available slots at the requested grade level or decline for the school year. Declining does not preclude reapplying the following school year.

 H.Later applicants drawn may accept from remaining available slots at the requested grade level or decline for the school year.

 I.After all available slots are filled; remaining applicants will be notified in writing by the Office of Student Services.

 J.Siblings of currently enrolled students will be given the first priority during the non-resident enrollment period. If the number of siblings that apply exceeds the available spaces, a lottery among sibling candidates will be held.

 K.Rescinding an approved enrollment of non-resident children of employees is permitted before August 20th of the requested school year. Rescinding will forfeit the family's right to reapply for enrollment of non-resident children of employees for the same child during the same education level (K-5, 6-8, 9-12).

Implementation, Compliance, and Assessment

An annual administrative review will be conducted by the Office of Student Services to evaluate the program. Recommendations pursuant to the review will be made to the Superintendent regarding the continuing status of the program.
