7510 - USE OF DISTRICT FACILITIES
The investment of physical facilities has as its first priority in usage the education enrolled youth. However, District citizens are encouraged to utilize the facilities to reasonable capacity, on a year-round basis, for their other educational, recreational, business, and social interests. We believe that the facilities of the school system should be available to all people in the school community consistent with statutes.
The Board of Education believes that the grounds and facilities of this District should be made available for community purposes, provided that such use does not infringe on the original and necessary purpose of the property or interfere with the educational program of the schools.
The District Board grants and encourages maximum use of the school facilities whenever such use does not interfere with the regular educational program. Convenient access to the facilities may need to be limited, however, in those instances when it is necessary to assure protection of school property or the safety of citizens and students or for the control of student behavior.
Community groups, organizations, or persons may request use of the building for civic, social, educational recreational or any lawful purposes, subject to approval by the Board.
The Board of the District established the following priorities for use of school facilities:
| A. | Day vocational programming for enrollment youth. | ||
| B. | Evening vocational and special interest programming for adults. | ||
| C. | Career Center student co-curricular and extra-curricular activities. | ||
| D. | Faculty co-curricular and extra-curricular activities. | ||
| E. | Adult groups organized and created solely through the existence of Vocational Schools. | ||
| F. | Civic and community nonprofit groups sponsoring educationally-oriented activities. | ||
| G. | Civic and community nonprofit groups. |
Groups from outside the District will be encouraged to use the facilities if the planned activity supports one (1) of the above-mentioned priorities.
Facilities shall also be made available to any certified candidate for public office and any recognized political party or organization for the purpose of conducting public discussions of public questions and issues. The facilities shall be free of charge and available only after regular school hours. Users shall abide by all District guidelines and rules regarding the use of District grounds and facilities and be liable for any damage incurred. Under no circumstances shall the grounds or facilities be used to raise funds for political purposes.
The use of District grounds and facilities shall not be granted for any purpose which is prohibited by law.
Should all or any part of the District's community be struck by a disaster, the Board shall make District grounds and/or facilities available, at no charge, for the housing, feeding, and care of victims or potential victims when requested by local, State, or Federal authorities. (R.C. 5915.02-08)
The Superintendent or his/her designee shall develop administrative guidelines for the granting of permission to use District facilities including a schedule of fees which, together with the costs used to determine such fees, must be approved by the Board. Such guidelines are to include the following:
| A. | Each user may be required to present evidence of the purchase of organizational liability insurance to the limit prescribed by District administrative guidelines. | ||
| B. | Use of District equipment in conjunction with the use of District facilities must be requested specifically in writing, and may be granted by the procedure by which permission to use facilities is granted. The users of District equipment must accept liability for any damage or loss to such equipment that occurs while it is in their use. Where rules so specify, no item of equipment may be used except by a qualified operator. | ||
| C. | Users shall be liable financially for damage to the facilities and for proper chaperonage. |
The implementing policies above are designed primarily for short term or intermittent use of facilities. Any request for use of facilities over an extended period of time, or on a more substantial basis for civic and community nonprofit groups, or others, will result in the assessment of fees based on all direct and nondirect expense, and will represent the "value" of this space utilization.
No liability shall attach to this District, or any of its employees and officers, specifically as a consequence of permitting access to these facilities.
