3220.03 - EVALUATION OF TEACHERS
The Board of Education recognizes the importance of implementing a program for the evaluation of teachers for the purpose of improving the quality of instruction received by the students, strengthening professional competence by identifying and correcting deficiencies, and for establishing a means for determining reemployment.
Each District teacher shall be evaluated according to the terms of this policy and/or the terms of the negotiated agreement in any school year in which the Board may wish to declare its intention not to reemploy said teacher.
Evaluations shall be based on classroom activities, student supervision, and the other criteria identified in the evaluation instrument. Formal classroom observations shall be conducted in the open and with full knowledge of the teacher concerned. Without prior notification, no form of electronic device may be used. Formal classroom observations may not be conducted in conjunction with a holiday or on the day or before it.
Observation: All written comments must be provided to the teacher within three (3) days following a formal observation. Observations may be used to provide a guide for teacher improvement and correction of any difference. All teachers shall acknowledge the observation by signing it and be given an exact copy on the spot, by carbon. The signature of the teacher means that the observation has been reviewed by the teacher and evaluator. It does not imply agreement with any, all or part of the observation.
Evaluation frequency-less than two (2) years
If a teacher is with the District less than two (2) years or in the last year of a limited contract, they will have one (1) formal evaluation each semester. Each evaluation must be preceded by no less than two (2) observations of no less than thirty (30) minutes.
Evaluation frequency-more than two (2) years
All nontenured teachers with the District more than two (2) years will have no less than one (1) formal evaluation each year. The evaluation must be preceded by no less than two (2) observations of no less than thirty (30) minutes.
Evaluation frequency-the tenured teacher
A continuing contract teacher will have no less than one (1) formal evaluation every two (2) years. The evaluation must be preceded by no less than two (2) observations of no less than thirty (30) minutes.
Evaluation: All teachers shall acknowledge the evaluation by signing it. The signature of the teacher means that the evaluation has been reviewed by the teacher and evaluator. It does not imply agreement with any, all, or part of the evaluation. A teacher may file a rebuttal to an evaluation and have it attached to it, prior to it being placed in the teacher's personnel file. A supervisor with a rebuttal shall have copies of same delivered to the Superintendent. The contents of the evaluation are not grievable.
Non-renewal of a limited teaching contract shall be pursuant to the provisions of Policy 3142 and R.C. 3319.11 except that pursuant to the collective bargaining agreement, the evaluation procedures contained in this article shall supersede those contained in R.C. 3319.111 or in any policy making reference to R.C. 3319.11 and/or 3319.111.
Administrative guidelines shall be established by the Superintendent regarding the criteria for evaluating expected job performance in the areas of responsibility assigned to each teacher being evaluated as well as the evaluation procedures which will provide for compliance with the conditions of evaluation stated in this policy. The evaluation instrument may be reviewed as called for in the collective bargaining agreement. This policy does not apply to the Superintendent, Treasurer, administrators, teacher supplemental contracts, or teachers employed as substitutes for less than 120 days during a school year.
