9140 - CITIZENS' ADVISORY COMMITTEE
Citizens' Advisory Committees may be formed to carry out any needed function for the School District. Such committees shall focus on well-defined problems for a relatively limited time and be dismissed when the purpose of the committee has been accomplished.
Types
Types of committees set up by this School District will be responsible to the Board of Education or the chief administrative officer of the schools or his/her delegated representative. The committee will be invited to serve for a specific purpose and shall so be stated at the first meeting. The committee, when its work is completed, will make recommendations to the responsible officials. The committee will then be disbanded or asked to remain in an inactive status pending the outcome of the recommendations.
Organization and Dissolution
Citizens' committees shall be established as temporary citizens' committees, organized to undertake a project, and dissolved when they submit their recommendations.
Prospective Members and Appointments
Citizens' committees should be representative of the entire community and should include representation from various groups.
Composition
The composition of the committee should be representative and workable (in numbers).
Communication
There must, of necessity, be ample communications between the citizens' committee and administrative staff. Because recommendations, sometimes, cannot be accepted by the Board of Education, there should be a channel of communication to inform the membership reasons for the actions of the Board.
Liaison Personnel
The citizens' committee can function best when one or two (2) persons on the committee will act as liaison people between the lay group and the school staff.
Resources
School personnel will make available to the citizens' committee all resources that are pertinent to the project or problem.
Publicity
The work of the committee should receive ample publicity. Staff members, the public, and concerned persons have a right to know the progress, considerations, recommendations, and the action of the Board of Education.
Citizens' Assistance to School Personnel
There are times when the use of citizen volunteers is of much help for the efficient operation of a school. The Board recognizes the value of this group and encourages their use.
Purposes
The purpose or tasks for which volunteers are requested will be strictly adhered to and when such tasks are completed they shall be dismissed.
Qualifications for Assistance
When volunteers are requested, it is advisable to state the nature of his/her task and the skills required to perform them.
Authority of School Personnel
The authority of the school personnel will in all instances be final. Volunteers will at all times be under the direction and supervision of qualified personnel.
