2628 - COMPETENCY BASED EDUCATION

The Board of Education, recognizing the need for a strong education assessment program, supports the implementation of a Competency Based Education Program for students in the areas of mathematics, reading, and composition.

District-wide testing shall be accomplished in English composition, mathematics, and reading at the end of grades 4, 8, 11 (State designated), and, in addition grades 2, 6, and 10.

This component of assessment will normally be accomplished by using professionally prepared tests which shall be selected or developed annually by the staff. District-wide testing may also be done in other grades when appropriate or desirable.

All identified disabled students in the District shall be considered for participation in the Competency Based Education Program. This consideration shall be a part of the regular multi-factored evaluation process for all disabled students and will be addressed at individual I.E.P. conferences. The extent of participation in and/or exemptions from the Competency Based Education Program shall be delineated on the student's I.E.P.

Competency Based Education is defined as containing four (4) elements:

 A.A list of carefully defined performance objectives.

 B.Assessments of student performance on these objectives.

 C.Standards to judge the adequacy of performance.

 D.Intervention geared to meet student needs as shown by the assessment results.

The Superintendent shall establish a committee of administrators and instructors to develop regulations for the use of assessment results. Such use may include improving instruction, program evaluation, intervention programs to assist students as needed, guidance programming, and promotional decisions.

Program evaluations will be reviewed and updated every five (5) years. A schedule for such will be developed and implemented by the Superintendent.
