1320 - DUTIES OF TREASURER

The Treasurer is directly responsible to the Board of Education.

The major duties and responsibilities of the Treasurer are defined in the Ohio Revised Code (R.C. 3313.36; 3313.29; 3313.51; 135.01 to 135.27 inclusive; and 5705.41).

The above legal provisions are to be considered a part of this job description.

 A.The Treasurer shall execute a bond in an amount and with surety to be approved by the Board, payable to the State, conditioned for faithful performance of all official duties required of the Treasurer. Such bond must be executed prior to entering upon the duties of office and shall be deposited with the President of the Board with a copy thereof certified by him, filed with the County Auditor.

 B.The duties of the Treasurer are as follows:

  1.serves as secretary to the Board of Education and keeps a correct journal of its proceedings.

  2.keeps official files on all correspondence and pertinent reports and bulletins.

  3.receives and answers in accordance with Board action, all official correspondence.

  4.opens and reads aloud all sealed bids received for construction, repair, improvements, equipment, sale of bonds, etc.

  5.together with the President shall execute conveyances made by the Board.

  6.shall attest signatures of President and/or Vice-President on all documents requiring their signatures.

  7.advertise for bids in reference to building, repairing, or furnishing schools.

  8.direct and assign employees who are engaged in the day-to-day fiscal operations of the District, as designated by the Board.

 C.The Treasurer:

  1.shall serve as Treasurer to the Board and performs all other duties imposed by State Statute.

  2.is responsible for all money received from whatsoever source according to the uniform depository act.

  3.signs purchase orders and contracts, therein certifying that sufficient monies are either in the treasury or in process of collection to pay for materials and/or services ordered. Without the Treasurer's certification they are not valid and will not be honored.

  4.shall see that no money shall be paid out of the School District fund except on a check signed by the Treasurer and one other officer of the Board. Payroll disbursements shall constitute an exception to this requirement, as provided by law. Payroll checks shall be signed by the Treasurer on order of the Board.

  5.shall pay salaries to certificated and non-certificated personnel, authorized by the Superintendent or his/her representatives. Shall comply with Federal and State regulations related to retirement, withholding, etc.

  6.shall be responsible for the issuance and sale of bonds, under the provisions of the Uniform Bond Act of Ohio.

  7.shall arrange for the investment of surplus funds under the provisions of the Ohio Code.

  8.prepares annual and monthly financial statements for the Board and Superintendent and keeps record of all receipts and expenditures as prescribed by Bureau of Inspection and Supervision of Public Offices.

  9.compiles and files with the State Department of Education, the State Auditor, and the County Auditor all financial reports required by law.

  10.assists the Superintendent and Administrative Assistant in the preparation of the Annual Budget and appropriation resolution.

  11.keeps the sick leave records on all employees; annually files with the Superintendent a complete report of sick leave balance for all employees, and annually submits to each employee a certificate of sick leave balance at the close of the school year.

  12.is responsible for the clerical functions related to sickness and accident insurance.

  13.shall act as consultant to the Superintendent of Schools.

 D.The Treasurer performs such other duties as directed by the Board such as the supervision of the noncertificated (classified) staff and operations.
