1240 - EVALUATION OF SUPERINTENDENT
The Board of Education has determined that the Superintendent will be evaluated and that such evaluation will be shared with the Superintendent. This evaluation will be considered by the Board of Education in making any decision regarding renewal of the Superintendent's contract.
As a regular and scheduled activity, the Board will evaluate the performance of the Superintendent of Schools against standards agreed to by the Superintendent and the Board of Education. The primary purpose of the evaluation will be to bring improvements in educational leadership.
Since the actions of the Superintendent will significantly affect the effectiveness of other administrative and supervisory personnel, the Superintendent's professional colleagues are in a unique position to assess his/her professional expertise. Therefore, as part of the Board's evaluation, there will be an assessment (utilizing the same instrumentation) by two (2) central office administrators or building administrators. One of these shall be selected by the Superintendent, the other by the Board.
Rationale for the Evaluation
:| A. | The Board delegates a portion of its responsibility for the operation of the District to the Superintendent. Thus, to be accountable, the Board must appraise the performance of the Superintendent. | ||
| B. | An evaluation measures the degree of success in meeting stated educational goals for the system; gives an opportunity to review current goals; and gives an opportunity to establish new goals. | ||
| C. | Evaluation is a basis for the review and revision of the position description. | ||
| D. | Evaluation encourages improvement in performance. |
Guidelines for the Evaluation
:| A. | The evaluation should be accomplished at a scheduled time and place, with no other items on the agenda, at an executive session with all Board members present. | ||
| B. | The evaluation should be a composite of the individual Board member's opinions, but the Board as a whole should meet with the Superintendent to discuss it with him/her. | ||
| C. | The evaluation should discuss strengths as well as weaknesses. | ||
| D. | The evaluation should be conducted annually. | ||
| E. | The evaluation should not be limited to those items which appear on the evaluation form since no form can encompass the totality of the Superintendent's responsibilities and activities. | ||
| F. | Each judgment should be supported by as much rationale and objective evidence as possible. One Board member's opinion should not be the sole basis for judgment on an appraisal item. | ||
| G. | Both parties should be prepared for the evaluation. The Superintendent should conduct an in-depth self-evaluation. The Board members should examine a variety of sources of information relating to the Superintendent's performance. | ||
| H. | Extenuating circumstances which could have an effect on the judgment of any item should be considered. Performance is the product of a person working in a situation, not just the person alone. | ||
| I. | Any public release of results of the evaluation shall be with the approval of both the Superintendent and the Board. |
