1230 - SUPERINTENDENT OF SCHOOLS

The Board of Education shall adopt and annually review a job description outlining the duties of the Superintendent. The Superintendent shall perform the duties outlined in the job description adopted by the Board for the position of Superintendent.

The Superintendent is responsible directly to the Board of Education.

Statutory Duties (Section 3319.01 Revised Code)

The Superintendent shall:

 A.serve as the chief executive and advisory officer of the Board of Education,

 B.administer the schools in conformity with the policies set by the Board, the rules and regulations of the State Board of Education, and provisions of law,

 C.nominate for appointment by the Board all certificated personnel,

 D.direct and assign all teachers,

 E.assign students in the school system to the proper school and grade, and

 F.attend all Board meetings.

General Duties

The Superintendent shall:

 A.work closely with the Administrative Assistant and building principals in the administration of the school system (Superintendent's Advisory Council),

 B.provide leadership in the development and operation of an active program of public relations with the citizenry,

 C.conduct principals' meetings on a regularly scheduled basis for the purpose of coordinating the entire school effort,

 D.present periodic reports to the Board on the progress of various aspects of the school system,

 E.conduct a systemic evaluation of the educational program and of all personnel,

 F.assume a leadership role in negotiations,

 G.interpret the needs of the school system with the assistance of the Administrative Assistant, and

 H.make any studies or surveys as requested by the Board and furnish an unbiased report, which presents all aspects of the matter being studied.

Miscellaneous Duties

The Superintendent shall:

 A.delegate responsibility for the operation of the various administrative units but be responsible to the Board for the results produced,

 B.administer personal leave for all certificated employees,

 C.be the educational leader in the development of curriculum for the District,

 D.visit individual schools as frequently as possible,

 E.keep the Board regularly informed as to operation of the school system, and

 F.perform all other duties as assigned by the Board.

Personal Qualifications

The Superintendent shall:

 A.be a person of integrity,

 B.conduct himself/herself above reproach at all times whether dealing with central office personnel, other school employees, or the public,

 C.have common sense and the ability to work and talk convincingly and logically,

 D.be impartial and fair,

 E.establish a good work climate and should have a sense of humor,

 F.set the example as to the performance expected from others,

 G.be able to make decisions,

 H.be able to accept criticism and use it constructively,

 I.have and adhere to a professional code of ethics,

 J.refrain from using vulgar language,

 K.keep the central office informed as to whereabouts when away from office,

 L.have the ability to work in harmony with all persons, and

 M.maintain a residence and reside within the boundaries of the School District.

Professional Background

The Superintendent shall:

 A.possess a valid Ohio Superintendent's Certificate,

 B.be a graduate of an approved four-year college or university, possess a Master's Degree with training in school administration, and preferably additional training in the area of school and community relations, administration of professional staff, and negotiations, and

 C.have background of successful teaching and administrative experience.
