The Superintendent will issue such administrative manuals or booklets of instruction as s/he may consider necessary for the effective administration of the schools and will distribute them to the employees directly concerned.

As long as the provisions of these manuals are not inconsistent with this policy manual adopted by the Board of Education or with State law, the provisions within these manuals will be considered to be a part of this manual and will be binding upon all employees.
