The School Board recognizes the demonstrated relationship between good nutrition and the capacity of children to develop and learn. It is the intent of the Board to promote the health and well-being of District students by providing a quality school food service program consistent with the nutritional needs of children and in compliance with all State and Federal rules and regulations. The Nutrition Service Program shall be an integral part of the District's educational program, offering nutritional and educational opportunities to students.
The Superintendent shall establish the necessary procedures for the operation of the nutrition services program in each District school. The District shall participate in the National School Lunch Program (NSLP), the School Breakfast Program (SBP), and the United States Department of Agriculture (USDA) Commodity Distribution Program.
| | A. | Nutrition Service Program

| | | This program shall be operated primarily as a service to students by providing: |
|
| | | 1. | attractive and nutritious meals for students; |
|
| | | 2. | nutrition service facilities designed to achieve the maximum in efficiency and cleanliness; |
|
| | | 3. | opportunities for students to develop good eating habits. |
|
| | | 1. | Supervision
|
|
| | | | The Superintendent shall provide for supervision and administration of the nutrition services program directed toward the most efficient and nutritional operation at the lowest possible cost to the student. |
|
| | | 2. | Employment of Minors
|
|
| | | | The rate of pay for employed minors shall be that of a beginning cafeteria worker. Length of workday and duties performed shall be in compliance with the Child Labor Laws. No student shall be required to work for a free or reduced-price meal. |
|
| | | 1. | Availability of Meals
|
|
| | | | Students, employees of the Board, Board members, and the invited guests of school principals are the only persons who may eat in the school cafeteria. |
|
| | | 2. | Offer vs. Serve
|
|
| | | | The food choices shall be offered rather than served at all school levels in accordance with U.S.D.A. requirements. |
|
| | | 3. | A-la-carte Items
|
|
| | | | A selection of a-la-carte foods shall be made available. Prices for a-la-carte items shall be at the discretion of the District. Any a-la-carte foods served will be in compliance with Policy 8510. |
|
| | | 4. | Commodities
|
|
| | | | U.S. Department of Agriculture commodities shall be used in accordance with current U.S.D.A. and applicable State rules and regulations. |
|
| | | 5. | Competitive Foods
|
|
| | | | The sale of foods competitive with those sold in the School Breakfast and Lunch Programs is prohibited at elementary school sites. Sale of competitive foods at secondary school sites is prohibited from 12:01 a.m. until one (1) hour after the last student lunch period of the school day for each particular school. The school principal shall be responsible for the enforcement of this policy.

| | | | For the purpose of this policy, competitive foods shall be defined as any foods or beverages made available for sale to students other than those foods or beverages sold as a part of the School Breakfast and Lunch Programs.
|
|
| | | | When competitive foods and beverage items are sold during the allowable time of the school day, all proceeds from such sales shall accrue to the nutrition service program or to a school organization approved by the District, except as described below.
|
|
| | | | The Superintendent may authorize the sale and purchase of food and beverage products in areas of the school other than the cafeteria. Such ventures shall be coordinated with the nutrition services program. Food and beverage products shall meet or exceed nutritional requirements established by State or Federal government and Policy 8510 - Wellness. Products sold within such ventures, in accordance with applicable nutritional requirements, shall not be classified as competitive foods. |

| | D. | Price of Meals
|
|
| | | The nutrition service program shall be operated on a nonprofit, self-supporting basis. The price of meals for students and adults shall be set annually by the Board upon recommendations of the Superintendent. |
|
| | E. | Contracted Meals |
|
| | | 1. | School-allied special programs are permitted to contract with Department of Nutrition Services for meals and supplemental nourishments upon approval by the Superintendent. The District shall be fully compensated for the cost of services provided. |
|
| | | 2. | Meals for non-school allied community groups may be provided if a written contract is approved. The District shall be fully compensated for the full cost of services provided. |
|
| | F. | Eligibility for Free or Reduced-Price Meals |
|
| | | 1. | Federal School Meal Programs
|
|
| | | | It is the intent of the Board to participate in the Federal School Meal Programs and to offer free or reduced-price meals in accordance with the United States Department of Agriculture guidelines. |
|
| | | 2. | Eligibility
|
|
| | | | Students who are eligible for free or reduced-price meals shall be approved and properly accounted for by the District in accordance with criteria established by the U.S. Department of Agriculture or other authority. |
|
| | | 3. | Identification
|
|
| | | | The identification of students receiving free or reduced-price meals shall be safeguarded pursuant to Annual Free and Reduced-Price Meal Application Guidance Materials. |
|
| | | 4. | Notification
|
|
| | | | The District shall annually notify all families of the availability, eligibility, requirements, and application procedure for free and reduced-price meals by distributing an application to students. |
|
| | G. | Accounting
|
|
| | | The Superintendent shall be responsible for the accurate accounting of all commodities, equipment, supplies, and cash in accordance with School District requirements and for making such reports as required.
|
|
| | | School Food and Nutrition Service funds shall be subject to all the requirements applicable to the District fund such as budgeting, accounting, reporting, and purchasing and such additional requirements as set forth in the written procedures manual. |
