4135 - NEGOTIATIONS

The Chippewa Valley Board of Education, through its bargaining agent, shall conduct negotiations, under the conditions set forth in the Michigan Public Employment Relations Act, with the recognized exclusive bargaining representatives of the various bargaining units.

The Chippewa Valley School District Board negotiating agent shall be assigned and identified by the Board. The Chief Negotiator/spokesperson shall report through the Superintendent to the Board.

SCHOOL DISTRICT ORGANIZATION FOR NEGOTIATIONS

A. Board of Education – Policymakers for Negotiations

  1.Approve or reject Superintendent’s/Chief Negotiator’s recommendations.

  2.Establish negotiations parameters and re-assess as needed.

  3.Give guidance and direction to its team.

  4.Ratify all contracts; salaries/wage rates for individual employees.

 B.Superintendent – Chief Executive Officer

  1.Choose Chief Spokesperson to recommend to Board.

  2.Choose negotiations team with Chief Spokesperson.

  3.Chief Administrative advisor to team and Board.

  4.Recommends Board positions: financial, rights, language.

  5.Determines communication and public relations’ needs.

 C.Chief Negotiator

  1.Exercise full delegated authority and responsibility.

  2.Develop proposals and counter proposals within established guidelines.

  3.Provide information as requested.

  4.Responsible to maintain necessary factual records of negotiation meetings, progress, problems, etc.

 D.Information to be provided
  The Superintendent/designee, will keep the Board advised, verbally and in writing, of the major issues under discussion at the negotiations meeting(s), items on which agreement has been reached, and major areas of differences.
