Board Officers

 
 

The officers of the Board shall consist of a president, vice president, secretary and treasurer and such assistant secretaries and assistant treasurers as the Board determines.

Board President

 
 

The President of the Board of Education shall:

 
 

A.

preside at meetings of the Board;

 
 

B.

countersign orders legally drawn by the secretary upon the treasurer for money to be disbursed on behalf of the School District;

C.

cause action to prosecuted in the name of the School District on the Treasurer’s bond in case of breach of a condition of the bond.

 

D.

perform other duties appropriate to the duties of the office of president in the management of the schools.

Board Vice-President

 
 

The Vice-President of the Board of Education shall:

 
 

A.

preside at meetings of the Board when the President is not able to attend;

 
 

B.

perform other duties appropriate to the duties of the office of Vice-President in the management of the schools as the Board determines;

 
 

C.

in case of a vacancy in the office of President, succeed to the office of President for the balance of the unexpired term.

Board Secretary

 
 

It shall be the duty of the Secretary to perform or to have performed the following functions:

 
 

A.

act as clerk at meetings of the Board;

 

B.

record board decisions;

     
 

1.

Briefly record the disposition of all matters on which the Board considered action, referring to the source of major written recommendations by title and date.

   
 

2.

Sign the minutes of meeting, orders, resolutions, and other proceedings, of the Board of Policies and Bylaws of the Board.

   
 

3.

Maintain official record of Policies and Bylaws of the Board.

     
 

4.

Maintain properly authenticated official copy of the minutes.

   
 

5.

Prepare and distribute to all members of the Board of Education with ninety-six (96) hours after a meeting, photo static copies of the minutes.

Board Treasurer

   
 

Within thirty (30) days after appointment, the Treasurer of the Board, shall file with the secretary an official bond in an amount and form determined by the Board. If, the Board Treasurer is not directly handling school District money or signing checks bond is not necessary. If by resolution of the Board the authority for directing the administration of School District money rests with a School District employee, that person and all persons connected with the administration of funds shall be bonded. The cost of a surety bond shall be paid by the School District.

Removal of a Board Officer

   
 

The Board, by a vote of 2/3 of the members serving, may expel or remove from office a member for corrupt or willful malfeasance or misfeasance in office, or for willful neglect of the duties of the member’s office under the guidelines outlined in the R.C. 380.415.

Attorney

 
 

The Board of Education shall appoint an Attorney, or Attorneys, to represent the School District and the Board of Education. The Attorney(s) shall give counsel, advice or opinion as the Board of Education shall request on matters relating to the operation and welfare of the schools of the District.

   
 

The Attorney(s) shall be compensated at a mutually agreeable rate, which will be established at the time of appointment.

 

The Superintendent shall recommend appointment of other legal counsel by the Board as required for specific legal circumstances, which may require such council.

   
 

A decision to seek legal advice or assistance on behalf of the School District shall be made by the Superintendent or the president of the Board of Education or by persons specifically authorized by the Superintendent or President of the Board of Education.

   
 

Twice yearly (January and June) the Superintendent shall provide the Board of Education with a summary of legal activity in this District.

Auditor

   
 

The Auditor shall be appointed by the Board of Education. The duties of the independent auditor shall be as follows:

   
 

To submit a certified annual audit of receipts and expenditures by budget activities, a balance sheet, to the Board of Education not later than sixty (60) days after June 30th, and said report to be made part of the official records.

 
 

A.

to conduct such examination in accordance with generally accepted auditing records and such other auditing procedures as are necessary in the circumstances;

 
 

B.

to render an opinion on the financial statements prepared at the close of the fiscal year;

 
 

C.

to prepare such financial statements for publication as may be required by law;

     
 

D.

to make such recommendations to the Board concerning its accounting records, procedures, and related activities as may appear necessary or desirable;

     
 

E.

perform such other related services as may be requested by the Board;

     
 

F.

s/he shall report to and be accountable to the Board of Education.

Payment of Board Member Expenses

 
 

Members of the Board of Education are encouraged to attend meetings, conferences and workshops related to the discharge of their official duties.

   
 

A Board member shall only be reimbursed for the actual and necessary expenses in the discharge of official duties, or in the performance of functions authorized by the Board of Education, as limited by the available fund designated for this purpose. Expenses shall not be reimbursed for political activities of any kind.

   
 

The following specific categories of duties and functions are approved for reimbursable expenses, subject to the following limitation of this Policy:

   
 

A.

Attendance at Board-approved education-related meetings, conferences, seminars, continuing education classes and workshops at the local, State and National levels. Reimbursable expenses include the costs of travel, lodging, meals and registration fees.

   
 

B.

Attendance at conferences, business meetings, seminars, continuing education classes and workshops at the State and Local level. Reimbursable expenses include automobile mileage and a registration fee not exceeding $200.00.

   
 

C.

Attendance at business and educational meetings or civic and community functions and programs at the State and local level. Reimbursable expenses include the costs of travel, lodging, meals and registration fees when the Board member is designated as the Board’s official representative, delegate or spokesperson.

 

D.

Expenses for the use of personal phone or phone devices incurred in the discharge of official Board duties.

     
 

Expenses will be reimbursed upon presentation to the Board of Education and the Business Office of an itemized and detailed accounting of such expenditures, and the receipts relating thereto, in a form required by the School District and in conformity with the applicable laws and regulations of the Internal Revenue Service. Actual and necessary expenses incurred by a Board member will be reimbursed, subject to available funds, and upon approval by the Board of Education, in accordance with the following:

     
 

A.

Travel

     
   

Tourist class airfare to and from the destination of business. Personal automobile at the per mile rate established for Administrators. Tolls, taxi, or rental car at actual cost unless provided for in the per diem.

     
 

B.

Room Accommodations

     
   

Room expenses will be based upon a one (1) person occupancy at a first-class hotel or motel rate in the local area of attendance.

     
 

C.

Registration Fees

     
   

Registration fees directly related to attending meetings, conferences or workshops.

     
 

D.

Per Diem (including travel, room and registration fees)

     
   

A per diem amount, or a portion thereof, for expenses other than travel, room and registration fees, based upon the per diem rate established for Administrators, unless a different per diem amount is established by the Board, or the expense is otherwise approved by the Board, before the expense is incurred.

     
 

E.

Phone Expense

     
   

Expense incurred for the use of personal phones or phone devices. Copy of bill itemizing calls must be provided.

     
 

If a Board member incurs an expense for an official duty or function not approved by this policy, or for an amount exceeding the maximum set forth in this policy, the Board shall not reimburse the expense unless a Board motion to approve the expense was adopted before it was incurred.

     
 

Expenses of spouses, other family members or guests accompanying Board members in discharging their official duties or performing authorized functions, are not reimbursable.

   
 

A Board member shall use his/her best efforts to keep travel expenses reasonable and shall utilize business promotional discounts whenever available.

   
 

Prepayment of a Board member’s expense by School District check, or by use of the School District’s credit, shall only be permitted if a Board Motion to approve the expense was adopted before prepayment.
