7510 - USE OF SCHOOL FACILITIES
The Board of Education shall encourage the utilization of district buildings and district grounds by properly organized and responsible groups. Such use of any district facility or district grounds, however, shall not interfere with the daily school student routine or any school-sponsored student activity. Activities adjudged to be inappropriate use of school facilities shall not be permitted (examples: wedding receptions, open houses, birthday parties, rock concerts, bingo, gambling, etc.)
Recognized bargaining units may use district facilities and equipment as outlined in the current negotiated master contract.
Fees and Rental Charges – PAYMENT DUE AT SIGNING OF AGREEMENT (CONTRACT)
The Board shall establish reasonable fees for the use of any district facility or district grounds; such fees shall cover costs of wages for any school personnel involved and utilities consumed. The fees shall be adopted by the Board and shall be reviewed at least once each year.
Lease Agreements
Any lease shall not exceed one (1) year, but the Board may extend any such lease.
Use of District Facilities
All district facilities shall be rented exclusively through each building principal's office. A "Facilities Use Agreement" form shall be executed and promptly forwarded to appropriate administrators to permit integration of the facility use into the school's "in-house" activities schedule.
The listed organizations have priority to use district facilities in the following order:

Categories
To ensure fairness in the use of district facilities, the following categories are established to determine priorities among groups requesting facility use. Emergency use shall always have top priority.
Category A
| A. | School-sponsored curricular, co-curricular, and extra-curricular activities (e.g., athletic events, concerts, plays, clubs, community education). | ||
| B. | School affiliated groups whose basic function is to support a school activity (e.g., Parent-Teacher-Organization, Athletic and Band Boosters, Buchanan Area Recreation Department, Buck Teens, Queen Pageant). | ||
| C. | District residents or groups that sponsor community youth activities that have a majority membership of Buchanan Community Schools students but that are not sponsored or supervised by the school (e.g., Boy Scouts, Girl Scouts, 4-H, Travel Hockey). | ||
| D. | Local units of government located in part within the Buchanan Community Schools (e.g., Township Board, City Commission, Police/Fire Departments). | ||
| E. | Civic organizations classified as non-profit (by I.R.S. rules) that are sponsoring non-profit civic, educational, or cultural programs (e.g., Civic League, Lion's Club, Rotary). |
Category B
Buchanan Community Schools residents or groups that sponsor:
| A. | Community adult activities that are not school sponsored (e.g., recreational groups) | ||
| B. | Churches and Church Schools (for non-educational activities) | ||
| C. | Educational groups (e.g., college classes) |
Category C
Buchanan Community Schools residents or groups sponsoring activities with the intent of raising excess funds for their private use.
Category D
Requests for facility use by individuals or groups not residing within the Buchanan Community Schools or those not listed above shall be reviewed by the Building Principal or designee on a case-by-case basis and may or may not be approved.
FEES FOR CATEGORIES B, C, and D
The Board shall annually review the fees for services described below. Those approved rates shall be included on the Facilities Use Agreement Form.

For Categories B and C only, the fees for custodial and food service personnel shall be one (1) hour plus the actual time of the activity.
Set-up and Tear-down Fee
This fee is set by the approximate number of people involved for the activity and consists of, but is not limited to moving and setting up tables, chairs, sound systems, pieces of stage, choral risers, etc.

SPECIAL FEES FOR NON-SCHOOL SPONSORED FUNCTIONS
The following regulations and related fees apply to all individuals or groups that are not school-sponsored.
| A. | A member of the custodial staff must be on duty during all rentals. Exceptions will be at the discretion of the Superintendent or designee. | ||
| B. | A member of the food service staff must be on duty when food is prepared on the premises or the kitchen equipment is used. Exceptions will be at the discretion of the Superintendent or designee. | ||
| C. | A set-up fee will be applied according to the rules and rates listed. | ||
| D. | A charge for the services of custodial and/or kitchen staff will apply when applicable according to the rules and rates listed. | ||
| E. | All fees shall be made payable to Buchanan Community Schools and are due at time of contract approval. | ||
| F. | At the discretion of the district, groups may be required to purchase liability insurance, limits to be established by the district, with the district named as an additional insured party. |
