2605 - RESEARCH AND EVALUATION
PURPOSE
Research and program evaluation are essential to achieve desired learning outcomes and to improve understanding of effective and efficient instructional techniques. Students enrolled in accredited post-graduate programs of higher learning are encouraged to conduct graduate study research within the system, and to share their findings with the District's educational community. Outside agencies and institutions requesting to utilize District students as subjects must petition the Superintendent in writing.
Guidelines for Research Projects
All research in the Brevard County Public Schools shall conform to the following administrative procedures:
| A. | Will only involve conditions that have significance for the improvement of education in Brevard County. | ||
| B. | Will not involve a burdensome expenditure of time, effort or money for the District. | ||
| C. | Will be appropriate for the age level(s) of the target population. | ||
| D. | Will be carried out with a high degree of professionalism. | ||
| E. | Will not significantly interfere with the daily routine of conducting classes or with the administration of the school. | ||
| F. | Will not deal with content that might be considered inconsistent with the purpose of the School District. | ||
| G. | Will protect the confidentiality of all participants and schools. |
Factors for Determining Technical Merit
The following factors are considered by the Office of Accountability, Testing, and Evaluation when evaluating the technical merit of research proposals:

| B. | Feasibility of investigating the problem | ||
| C. | Procedures for collecting data/sampling methods | ||
| D. | Quality of the data-gathering instruments (reliability/validity) | ||
| E. | Appropriateness of experimental/quasi-experimental design/statistical techniques used to analyze the data | ||
| F. | Limitations of the study |
All parties who express intent to conduct research within Brevard County Public Schools
must complete the Research Project Request Procedures form. This packet may be obtained from the Office of Accountability, Testing, and Evaluation.Research Project Request Procedures

| C. | The Office of Accountability, Testing and Evaluation, must approve the request in writing prior to any further action. If the study is approved, principals of the schools listed on your Research Review Form will be informed. Approval of the study at the District level does not obligate principals to participate in the proposed research. | ||
| D. | The Research Project Request Form and the District approval must be taken to each site where the research is to be conducted. Each school principal must agree in writing to participate in the research study. |
Parent Notification
Research projects that involve students must provide parent notification of the purpose of the study, a description of the measurement instrument(s) that will be used, and the intended use of the results. Upon written request from the parent, the principal will arrange for the parent to inspect any survey or evaluation instrument created by the District or by a third party before the instrument is administered or distributed to the student. The parent will have access to the survey or evaluation within a reasonable period of time after the request is received by the building principal. The term survey/evaluation instrument does not include academic tests or assessments. If after careful, personal review of the survey or evaluation form by the parent, they may indicate to the school that the instrument is in conflict with their beliefs or value system. The school principal will then consider a written request from the parent to excuse the student from participation in the study.
