5113.01 - INTRA-DISTRICT OPEN ENROLLMENT

The Board of Education believes that students should be permitted to attend the school of their choice within the District. Students may attend an alternative school based on the criteria outlined below:

A.Transfers shall not be approved if they create a racial imbalance.

B.*Grade level, class, and program balance must be maintained. The following guidelines will be used to maintain balance in class and grade level size:

  1.Grades K-4: 25 students per class.

  2.Grades 5 & 6: 26-28 students per class.

C.Students living in the attendance area of a school will be given first preference to attend that school. Students previously permitted to attend that school will be afforded the next preference.

D.Students shall attend the alternative school for the school year.

E.Applications to attend an alternative school shall be submitted and approved each year.

F.Written notification to parents shall be provided before a student shall be permitted to attend an alternative school.

G.Disabled students shall be required to attend buildings where the services are provided; wheelchair bound students from Claridon or Troy shall be required to attend Burton Elementary School if appropriate educational programming is available, transportation will be the responsibility of the School District.

H.Parents will be responsible for transportation to the alternative school unless a school bus is traveling to the alternative school. Under no circumstances will transportation be provided if an increase in cost, time, or equipment is anticipated.

I.Any student who has been suspended or expelled from one of the District's elementary schools may not request a transfer to another elementary school within the District.

J.New students who enroll prior to or during the school year shall initially attend the building in their attendance area.

K.Once a student's transfer has been approved, s/he may not be removed from the building solely due to impact on capacity limits.

L.The Superintendent shall make the final determination on each transfer request.

*The Superintendent, in cooperation with the building principal, has the authority to increase student/teacher ratios to the limits of Board policy and State Minimum Standards.

Each year during the month of April, residents shall be informed about intra-district open enrollment options through student handbooks and through District and building newsletters.
