1230 - SUPERINTENDENT OF SCHOOLS

The Superintendent of Schools shall strive to achieve District goals for students by providing educational direction and supervision to the professional staff and supervision to the classified staff and by acting as a proper model for staff and students both in the school and outside the District.

The Superintendent shall be directly responsible to the Board of Education for the performance of the following duties and responsibilities:

 A.keep the Board informed of school operation by preparing monthly Board agendas, providing oral and written communication, scheduling management team committee meetings, and requesting special Board meetings that become necessary to keep the Board properly informed

 B.ensure that all aspects of District operation comply with State laws and regulations as well as Board contracts and policies

 G.Description:
  Serves as the chief executive officer of the Board and administrative leader of the School System. Advise the Board on all matters relevant to the School District and carry out the Direction of the Board as prescribed by Board policy and official Board action.

 H.Essential Functions:
  NOTE: The below list is not ranked in order of importance

  1.Ensure safety of students

  2.Make recommendations for appointment, promotion, demotion and discharge of all school personnel

  3.Direct staff negotiations

  4.Represent the District in its dealings with other school systems, institutions and agencies, community organizations, and the general public

  5.Prepare, with the assistance of the Treasurer/CFO and other staff members, an annual budget for the Board to consider

  6.Act as the School District's purchasing agent

  7.Establish and maintain a public relations program to inform the public of the School District's activities and needs

  8.Communicate personnel matters to employees

  9.Serve as a liaison between employees and the Board

  10.Recommend courses of study, curriculum guides, texts changes, and time schedules to the Board

  11.Supervise methods of teaching, supervision, and administration

  12.Provide staff inservice education programs

  13.Propose new policies to the Board

  14.Evaluate the school district's progress and needs continuously

  15.Attend conferences, workshops, and meetings on a Local, State and National level

  16.Conduct regular District administrative meetings

  17.Prepare an annual calendar for Board adoption

  18.Evaluate and supervise administrative staff and administrative assistant

  19.Audit the total school program periodically

  20.Delegate duties to other staff members

  21.Set forth student classification and advancement rules

  22.Make assignments, reassignments, and transfers to secure the highest efficiency of the entire staff

  23.Approve vacation schedules for salaried District employees

  24.Make Board recommendations concerning student transportation in accordance with legal and safety requirements

  25.Recommend new school site location and size and existing school site additions

  26.Serve as a Board Liaison between the School District and the community

  27.Maintain and keep current employee personnel files

  28.Encourage employee professional growth

  29.Instruct the Board about the educational system and about Local, State and National issues affecting education

  30.Prepare and distribute a Board agenda to Board members prior to each regular meeting

  31.Take immediate action in cases of calamity, acts of nature, or other emergencies

  32.Supervise the purchase and distribution of textbooks, workbooks, and other educational supplies and materials

  33.Attend Board meetings and inform the Board of the schools' conditions under his/her supervision

  34.Direct, assign, and assist educational employees in the performance of their duties

  35.Classify, assign, and control student promotion

  36.Assign substitutes to fill temporary vacancies when professional staff members are absent

  37.Certify attendance data and other reports to the Ohio Department of Education

  38.Recruit needed personnel

  39.Define processes for gathering, analyzing, and using data for informed decision making

  40.Provide advice and counsel to the Board

  41.Maintain respect at all times for confidential information, e.g., Board of Education executive session discussions, personnel information, law suit information

  42.Interact in a positive manner with staff, students, and parents

  43.Recommend the establishment and/or modification of student attendance boundary areas as needed

  44.File State regulations or local school policy reports

  45.Assess the overall financial condition of the District

  46.Determine the need for additional operating levies and/or bond issues

  47.Advise and assist in organizing and implementing successful levy campaigns

  48.Prepare and plan for use of buildings, receive applications and rent buildings in accordance with plans adopted by the Board of Education
