8630 - STUDENT TRANSPORTATION SAFETY AND WELFARE

The Board of Education requires that student safety and welfare be ensured during the time students are being bused to school. The Board holds that busing is a privilege, not a right, which may be removed from any student who violates the rules of the District, or who conducts himself/herself in a manner which is considered dangerous to persons or property or a threat to the safe operation of the school bus.

In the case of misbehavior the bus driver will submit a "Conduct Report Form," stating the violation, to the principal's office for appropriate action. If the principal deems it necessary to suspend the student's bus privileges for a determined period of time, the parent shall receive a full explanation in writing with copies to the bus driver and Superintendent of Schools.

Students shall ride only on their assigned bus to and from school. Failure to follow the above administrative guidelines, those of the State Department of Education and the State Department of Highway Safety, or the directions of the bus driver shall be sufficient reason for suspension or other disciplinary action.

Parents shall be responsible for their child to and from school if not transported under the provisions of the student transportation program.

Students suspended from bus transportation shall be given written notice of their suspension and the reasons therefore, and an opportunity to appear at an informal hearing to answer the charges against them. Students whose conduct on the bus is so grievous as to consider expulsion from bus transportation shall be provided with the hearing privileges of R.C. 3313.66(B)(D)(E).

Transportation routes are approved by the Board. Children qualify for transportation according to the approved distance from the school.

On a "space available" basis as governed by school board policy, students living in areas close to the school may apply for transportation on forms provided by the board office. Permission may be granted by the transportation office after October 1st.

Often the school receives requests for bus students to get off at a different stop or to ride a different bus or for non-bus students to ride the bus. Because of the potential of overloading buses and the creation of dangerous situations for the children, it is not permitted.

Only in cases of extreme emergency in which the parents have no other alternative and permission is obtained from the transportation office twenty-four (24) hours in advance, approval may be granted.

The Superintendent shall:

 A.prepare student school bus management regulations which shall include as a minimum rules specified in A.C. 3301-83-08(C) and A.C. 3301-83-20,

 B.prepare a course of safety instruction for students in grades K through three (3) who are regularly transported to school in accordance with A.C. 3301-83-09,

 C.maintain records for the management and reporting of the student transportation program in accordance with A.C. 3301-83-14, and

 D.prepare a pre-emergency plan for routine and nonroutine operation in cooperation with all persons whose services would be required in the event of an emergency in accordance with A.C. 3301-83-15.
