8600 - TRANSPORTATION

The Board of Education recognizes that transportation for qualified students is required for the promotion of education by convenient access, the safeguarding of children, and the partial equalization of inequities among the students which may have been caused by the geographic location of school facilities.

Public and Nonpublic School Students Grades Kindergarten Through Eighth (8th) Grade

The Board shall provide transportation for students attending public schools and St. Raphael School in Bay Village located within the following mileage initiating:

 A.Kindergarten through second (2nd) grade - one (1) mile or further from school of attendance.

 B.Third (3rd) grade and fourth (4th) grade - one and one-half (1 1/2) mile or further from school of attendance.

 C.Fifth (5th) grade through eighth (8th) grade - two (2) miles or further from school of attendance.

The Board shall not be required to transport students to a nonpublic school where such transportation requires more than thirty (30) minutes of direct travel time as measured by a school bus. The Board must consider availability of buses, number of students attending school, and distance from the school in determining the necessity of transportation and need not provide transportation for nonpublic school students when in the judgment of the Board, and confirmed by the State Board of Education, if necessary, such transportation is unnecessary or unreasonable. Where it is impractical to transport a student by public conveyance, the Board may, in lieu of providing such transportation, pay a parent, guardian, or other person in charge of such child, an amount per student which shall in no event exceed the average transportation cost per student in Ohio during the year next preceding.

Public and Non-Public Students Grades 9 - 12

Transportation shall not be provided for high school students except that the Board may at times enter into arrangements with public transportation agencies for fare support from eligible public and non-public high school students residing more than one (1) mile from the school of attendance.

Transportation of Special Education Students

Children assigned to special education classes will be provided transportation in accordance with standards adopted by the State Board of Education.

The most expeditious, safe, and economical method of transportation via Board-owned vehicles will be adopted.

Transportation of Disabled Students

Children who are mentally or physically disabled and regularly attend classes in another school district to which they are assigned by the Superintendent, shall be provided transportation to and from such classes at Board expense. This does not include children officially designated as uneducable and who are under the jurisdiction of the County Welfare Department.

Group Transportation

Bus routes shall be so established that:

 A.an authorized bus stop is available within a reasonable walking distance of one-half (1/2) mile or less from the home of every resident student entitled to transportation service. For efficiency, collection points or bus stops to which students may walk for boarding buses shall be designated by the Board's authorized representative.

 B.student travel time to schools within the District is less than one (1) hour.

 C.equality of service is afforded all students entitled to such.

Time schedules shall be established for all bus routes so that the normal arrival at the designated school is between five (5) and fifteen (15) minutes prior to the established starting time.

Safety

Bus stops will be established at convenient intervals in places where students may get on and off buses, cross highways, and await arrivals of buses with the utmost safety permitted by highway conditions. The number of bus stops on each trip will be limited, consistent with the policy stated as to the service, so as to enable buses to maintain reasonable travel time.

The principal is responsible for establishing safe, efficient procedures for the loading and unloading of students on school grounds, and the supervision of such.

The school bus driver is responsible for the supervision of students utilizing the transportation services while they are on the bus.

The Superintendent shall:

 A.prepare a map of the District indicating such bus depot and bus route or prepare a schedule of bus depots and an itinerary of bus routes to be used in conjunction with a District map,

 B.maintain such records and make reports regarding school transportation as are required by the State Board of Education,

 C.promulgate rules governing student conduct during transport to and from school; such rules shall be binding on all students transported by the Board, and

 D.provide transportation to private schools on such days and at such times as the public schools are open.
