7510 - USE OF SCHOOL FACILITIES
An important responsibility of the Board of Education is to provide school buildings and facilities for children of school age in this community and to permit full and extended use to this group. The Board also recognizes that these facilities are, to a large degree, financed and supported by the citizens of the community and, therefore, these facilities should be made available for community use. Thus, it shall be the general policy of this Board that all school facilities shall be first made available for the school program and the community use of these facilities will be encouraged insofar as it does not interfere with school activities.
The Board may authorize the use of school facilities for any of the following purposes:
| A. | giving instructions in any branch of education, learning or the arts, | ||
| B. | holding educational, religious, social, or recreational meetings and entertainments, | ||
| C. | Public Library purposes, as a station for a public library, or as reading rooms, and/or | ||
| D. | polling places, for holding elections and for the registration of voters. |
The Board shall not authorize the use of school facilities for any of the following purposes:
| A. | political meetings, except as provided in R.C. 3313.78, | ||
| B. | promulgating any theory or doctrine subversive to the laws of the United States or any political subdivision thereof advocating governmental changes by violence, | ||
| C. | any activity that may violate the canons of good morals, manners, or taste or be injurious to the buildings, grounds, or equipment, and | ||
| D. | fund-raising campaigns except for direct service to the schools or students. |
Certain administrative guidelines pertaining to such use must be adopted and certain fees must be charged to cover the additional operating expenses incurred.
