5410 - PROMOTION AND RETENTION
The Board of Education recognizes that the personal, social, physical, and educational growth of children will vary and that they should be placed in the educational setting most appropriate to their needs at the various stages of their growth.
The promotion of each student from one (1) grade to the next shall be determined individually. We believe that the School District should encourage and assist each student to progress in a pattern of academic achievement in harmony with the student's own social and emotional growth. The large majority of students will require the normally allotted time to progress through the thirteen (13) years of schooling, although some may need more time and others less.
In arriving at the decision of promotion or retention of a student, the combined views of the educational staff and the student's parents shall be taken into consideration. Before the decision is made, the staff will consider the emotional growth, physical maturity, mental ability, chronological age, social growth, academic progress (including competency in identified subject areas and state-mandated requirements), general health, attendance patterns, and support of parents.
Regulations shall be established to implement this policy.
The Superintendent shall develop administrative guidelines for promotion, placement, and retention of students which:
| A. | require the recommendation of the relevant staff members for promotion, placement, or retention; | ||
| B. | require that parents are informed in advance of the possibility of retention of a student at a grade level; | ||
| C. | assure that efforts will be made to remediate the student's difficulties before s/he is retained; | ||
| D. | require that a student be retained if s/he is truant for ten percent (10%) or more of the required school days and has failed at least two (2) courses of study, unless the principal and the teachers of the failed subjects determine that the student is academically prepared to be promoted; | ||
| E. | assign to the principal the final responsibility for determining the promotion, placement, or retention of each student. |
