3146.01 - RELEASE OF ADMINISTRATORS

It is the responsibility of the Board of Education to provide the administrative staff necessary for the efficient and effective implementation of the educational program and the operation of the schools.

Reduction

If in the Board's opinion it is necessary to reduce the administrative staff within a particular administrative classification, it shall be achieved according to this policy.

Reduction of administrative staff shall be determined by suspending the contract of the least senior administrator within the classification affected. Notification shall be made in writing by the last day of April of the year of the reduction.

Before administrators are displaced because of Reduction in Force (RIF), all means of permanently or temporarily cutting administrative staff, including the following will have been exhausted:

 A.retirement,

 B.voluntary reassignment, and

 C.leave of absence.

Determination of Seniority

Seniority shall be determined on the basis of the total number of years of uninterrupted administrative service in the District. A leave of absence will not be considered a break in service but such time will not be counted as years of service. Where total years of administrative service are identical, service as a teacher in the District shall also be considered. The date of hiring by the Board shall be used to break any tie still remaining.

Classification

The Superintendent shall recommend to the Board the number of administrators to be reduced or positions to be eliminated within the following administrative classifications:

 A.Assistant Superintendent,

 B.Director of Business Affairs,

 C.Director of Special Services,

 D.High School Principal,

 E.High School Assistant Principal I,

 F.High School Assistant Principal II,

 G.Middle School Principal,

 H.Middle School Assistant Principal,

 I.Elementary Principal,

 J.Athletic Director,

 K.Supervisor of Elementary Education, and

 L.Supervisor of Secondary Education.

Displacement

Displacement occurs when an administrative position is eliminated by the Board thus reducing the number of positions within a classification. Displaced administrators can "bump" back through the classifications through which the administrator has previously been promoted within the School System.

Administrators who voluntarily accept a different position within the system because of RIF do not forfeit their future right to return to the original classification.

Reassignment

Administrators whose assignments are affected by the displacement process and for whom administrative positions are not available, and who have continuing contracts as teachers, shall be offered teaching positions in their areas of certification and placed on the teacher salary schedule reflecting their total years of teaching and administrative experience both in the District and outside the District, as well as any qualifying military experience.

Recall

Administrators who have been displaced shall be placed on a recall list by classification and seniority for a period of two (2) years or the length of time their contracts have been suspended, whichever is longer. As positions become available within their classifications, these administrators shall be recalled to their original classification in order of seniority, i.e., the last to be displaced will be the first to be returned.

Recalled administrators shall be placed on the administrative salary schedule at the level appropriate to their previous administrative experience in the District.

Termination of employment with the District voids this section.

Due Process

In the event an individual believes s/he has been dealt with in an inequitable manner, an appeal may be made to the Superintendent.
