3120.04 - EMPLOYMENT OF SUBSTITUTE TEACHERS
The Board of Education recognizes its responsibility to procure the services of substitute teachers in order to continue the operation of the schools as a result of the absence of regular personnel.
The Superintendent shall employ substitutes for assignment as services are required to replace temporarily absent regular staff members and fill new positions. They shall be employed from a list of persons recommended by the Superintendent, approved by the Board and kept on file in the Superintendent's office.
The Superintendent or his/her delegate shall make the day-to-day assignment of substitute teachers. Such assignment of substitutes may be terminated when their services are no longer required.
To be eligible for employment, substitute teachers must have on file in the Superintendent's office, the same data and information required for regular teachers. Substitute teachers shall be subject to the same administrative guidelines that apply to regular teachers.
Substitutes must possess a valid Ohio professional certificate/license or substitute certificate/license, unless the Superintendent believes the person's application information indicates the person has the qualifications to receive a teacher's certificate/license. Such a person may be employed on a conditional basis for a period not to exceed sixty (60) days from the date the person submits a request for a certificate to the Department of Education through the date the Superintendent receives the person's valid teaching certificate/license. If the certificate/license is not delivered within the time period, the person's employment is to be terminated.
A substitute teacher who assumes an assignment in a single position for a long term at the outset of the school year will be paid at the substitute rate of pay for the first thirty (30) days of employment. From the 31st day through the balance of the school year the teacher will be paid at BA, Step 0 of the adopted salary schedule. Upon the 61st day they will be granted health care benefits, sick leave and such other privileges granted to regular teachers for the full term of employment.
The Superintendent may recommend that the long term substitute be placed on the salary schedule with allowance for experience up to five (5) years and forthcoming up to a Master's Degree upon the 31st day.
If a substitute, other than a long-term substitute hired at the outset of a school year, is assigned to the same specific teaching position for a continuous period, s/he shall:
| A. | after ten (10) full teaching days and beginning with the 11th day, be paid at BA, Step 0 of the adopted salary schedule. | ||
| B. | after sixty (60) days and beginning with the 61st day, be granted health care benefits, sick leave and such other privileges granted to regular teachers for the full term of employment in this assignment. |
The Superintendent may recommend that the long term substitute be placed on the salary schedule with allowance for experience up to five (5) years and forthcoming up to a Master's Degree upon the 31st day.
When a substitute is assigned to the same specific teaching position for a teacher with intermittent absences due to recurrent illness, the Superintendent may place the substitute on the teachers' salary schedule with allowance for experience up to five (5) years and for training up to a Master's Degree after the tenth teaching day.
A teacher employed as a substitute for 120 days or more during any school year and reemployed for, or assigned to, a specific teaching position for the following year shall receive a contract as a regular teacher if s/he meets the Board's requirements for a regular teacher.
