3112 - BOARD-STAFF COMMUNICATIONS
The Board desires to maintain open channels of communication between itself and the staff. The basic line of communication, however, will be through the Superintendent.
Staff Communications to the Board
Board meetings are public meetings. As such, they provide an excellent opportunity to observe first-hand the Board’s deliberations on problems of staff concern, and staff members may participate in Board meetings in accordance with the policy on public participation at such meetings. Further, at times, and with the knowledge of the Superintendent, the Board may invite staff members to speak at Board meetings or to serve on advisory committees to the Board.
All communications or reports to the Board of any Board committees from principals, supervisors, teachers, or other staff members will be submitted through the Superintendent. This necessary procedure will not be construed as denying the right of any employee to appeal to the Board on administrative decisions, provided that the Superintendent will have been notified of the forthcoming appeal and that it is processed in accordance with the Board policy on complaints and grievances.
Board Communications to Staff
All official Board communications, policies, and directives of staff interest and concern are to be communicated to staff members through the Superintendent or his/her designee, and the Superintendent is to employ all such means as are appropriate to keep staff fully informed of the Board’s problems, concerns, and actions.
Visits to School
Individual Board members who, in their parental capacity, wish to visit the school(s) or classroom(s) of their child(ren) will follow regular procedures for visitors. Board members who wish to visit other schools or classrooms as an informal expression of interest in school affairs (not as "inspections") will arrange such visit(s) through the appropriate principal(s). Official inspection visits by Board members will be conducted only under Board authorization and with the full knowledge of the Superintendent, principal(s), and staff.
Social Interaction
Staff and Board members share a keen interest in the schools and in education generally, and it is to be expected that when they meet at social affairs and other functions, they may informally discuss such matters as educational trends, issues, innovations and general School District problems. However, staff and Board members are reminded that individual Board members have no special authority except when they are convened at a legal meeting of the Board or vested with special authority by Board action. Therefore, discussions by either party of personalities or personnel grievances shall be avoided.
