1230 - RESPONSIBILITIES OF THE SUPERINTENDENT

The Superintendent reports to the Auglaize County Educational Service Center Governing Board.

His/Her job objectives are to serve as the Chief Executive Officer and administrative head of the Educational Service Center; develop and market quality services deemed essential by school consumers; provide staff and Governing Board leadership; set priorities and provide direction for the continuous improvement of innovative program services; serve as a liaison between the Educational Service Center and local school districts; keep local school districts informed about Service Center activities; and work with the community to maintain a strong commitment of financial support.

Minimum Qualifications

 A.Valid State of Ohio Superintendent’s certificate.

 B.Master’s degree or higher from an accredited college or university with a major in educational administration/supervision or curriculum/instruction.

 C.Meet all health requirements mandated by law (e.g., a negative tuberculosis test, etc.).

 D.A clear record as determined by the Ohio Bureau of Criminal Identification and Investigation and/or the Federal Bureau of Investigation.

 E.Meet all prerequisite qualifications to be bonded.

Essential Functions

 A.Be accountable to the Governing Board for the effective organization, management, and evaluation of all Educational Service Center programs, services, and activities.

 B.Administer the Educational Service Center’s operations; carry out the adopted policies of the Governing Board; enforce all local, State, and Federal laws.

 C.Oversee the preparation of reports that comply with the Ohio Department rules and regulations; protect the confidentiality of privileged information.

 D.Attend all Governing Board meetings; prepare the agenda for each Governing Board meeting with the assistance of the Treasurer and Board President.

 E.Serve as the Governing Board’s professional advisor; present professional recommendations on all problems and issues considered by the Governing Board; serve as an ex-officio member of all Governing Board committees.

 F.Monitor and evaluate the relevance of all policies originating with the Governing Board; research, analyze, and prepare policy recommendations for the Governing Board’s consideration; recommend revisions to keep policies current; provide sufficient documentation to permit a complete review of the facts by the Governing Board.

 G.Work with the Treasurer to prepare an annual budget/appropriations measure; prepare recommendations that maintain the highest quality of services attainable using available resources; ensure judicious use of budgeted funds.

 H.Develop administrative procedures to carrying out Governing Board policies.

 I.Act as the Educational Service Center’s purchasing agent; recommend the purchase of equipment and supplies that are appropriate for the purposes and needs of the school system; participate in consortium purchasing programs when appropriate; work with the Treasurer to prepare competitive bid specifications.

 J.Prepare and present an annual report and calendar to the Governing Board for adoption.

 K.Establish management goals; provide leadership to resolve problems; sustain progress and maintain effective communications by means of regular administrative meetings; promote staff leadership development; assume full responsibility for the results of duties delegated to subordinates.

 L.Monitor program services and interpret emerging needs; provide leadership for the planning, implementation, and evaluation of innovative services; assume responsibility for the continuous improvement of the instructional program.

 M.Provide leadership to advance and carry out the Educational Service Center’s long-range technology plan.

 N.Oversee the preparation of grant applications (e.g., technology, foundation, etc.).

 O.Assign certificated and classified personnel; recommend applicants for employment; administer demotions, transfers, non-renewals or terminations according to Governing Board policies and State law; oversee the maintenance of a personnel file for each employee.

 P.Negotiate contractual agreements for supplemental services (e.g., special transportation services, out-of-District programs, physical and occupational therapy, etc.).

 Q.Prepare and present salary recommendations to the Governing Board for adoption; formulate salary schedules appropriate to the financial resources of the Educational Service Center.

 R.Oversee the evaluation and maintenance of a suitable staff development program (e.g., participation in professional associations, in-service training, workshops, seminars, etc.).

 S.Organize and carry out a public relations program that promotes a favorable image of the Service Center; facilitate an understanding of the Center’s philosophy, vision, policies, and programs; engage civic, business, and community leaders as partners in the education process.

 T.Maintain program continuity by recommending qualified substitute teachers for employment.

 U.Oversee a complete and accurate record keeping system for the Educational Service Center.

 V.Oversee the preparation and reporting Student Information System (S.I.S.) and Educational Management Information System (E.M.I.S.) data.

 W.Oversee the effective provision of pupil transportation services.

 X.Work with county commissioners to address facility needs.

 Y.Build partnerships with governmental agencies to enhance educational opportunities for students and local school Districts.

 Z.Oversee the evaluation, updating, and monitoring of emergency preparedness plans; initiate appropriate action during all emergencies.

 AA.Participate in a variety of professional growth activities to keep current with advances in organizational administration and education.

 BB.Maintain visibility and participate in community activities; arrange to be accessible to the public; receive questions, requests, and complaints; respond to concerns promptly, accurately, and tactfully.

 CC.Recognize the value of leadership participation in National, State, and Regional activities (e.g., professional associations, advisory committees, etc.) to the Educational Service Center and community.

 DD.Serve as a role model for staff and students; always exemplify responsible leadership; display personal integrity, impartiality, respect, and courtesy.

 EE.Perform other specific job-related duties as directed by the Governing Board.

Supervisory Responsibility

Administer the supervision and evaluation of all Educational Service Center personnel as authorized by Governing Board policy.

Working Conditions

Exposure to the following conditions may range from remote to frequent based on circumstances and factors that may not be predictable.

 A.potential for exposure to blood borne pathogens;

 B.interaction with agitated or upset individuals;

 C.interaction with disruptive or unruly students;

 D.duties may require operating and/or riding in a vehicle;

 E.duties may require extended time using a computer terminal and keyboard;

 F.duties require considerable telephone contact and paperwork;

 G.duties require working under stress to meet schedules and deadlines;

 H.duties may require working during the evening and/or weekend.

Performance Evaluation

Job performance is evaluated according to the policy provisions adopted by the Governing Board of the Auglaize County Educational Service Center.
