5113 - ADMISSION OF STUDENTSPARTICIPATING UNDER DISTRICT OPEN ENROLLMENT

The Ashtabula County Joint Vocational School Board recognizes the districts participating in the jointure may be involved in inter-district open enrollment. The Ashtabula County JVS Board recognizes the possible effects of open enrollment participation by these districts and directs the administration to develop procedures to insure resident students are given priority for enrollment in program offerings.

Resident students of the participating districts will be given first priority for enrollment into a specific program offering. The Superintendent will determine the number of programs and program size in compliance with state regulations.

Students participating in open enrollment at a home school will be given second priority in program registration.

The Ashtabula County JVS Board shall permit any student to enroll in the District provided that all procedures as outlined in the administrative regulations are met. Requirements include:

 A.application procedures including deadlines for application and notification of students and the Superintendents of adjacent Districts whenever an adjacent District student's application is approved;

 B.procedures for admission:

  1.District capacity limits by grade level, school building and educational program are determined;

  2.all students entitled to attend school in a district that has territory in the Ashtabula County Joint Vocational School District will be enrolled in the ACJVS District;

  3.resident students and previously enrolled adjacent District Joint Vocational students have preference over first-time applicants.

 C.no requirements of academic, athletic, artistic, or extra-curricular skills;

 D.no limitations on admitting disabled students, unless services required in an IEP are not available in the District;

 E.no requirement that the student be proficient in the English language;

 F.no rejection of any applying student because the student has been subject to disciplinary proceedings, except an applicant who has been suspended or expelled by the adjacent District for ten (10) consecutive days or more in the term for which admission is sought or in the term immediately preceding the term for which admission is sought.

The Board reserves the right to object to the Open Enrollment of a District student to another district in order to maintain an appropriate racial balance. If the Board of Education of a student’s home school district objects to a transfer of one of its students to this District for the same reason, this Board will deny the transfer unless the tuition fee is paid for the student.
