4125 - GRIEVANCES

The Board of Education of the Ashtabula County Joint Vocational School District does not discriminate against employees or students on the basis of race, color, national origin, gender, or disability. In order to facilitate the resolution of grievances regarding alleged discrimination on the basis of race, color, national origin, gender, or disability, procedures will be drafted by the Superintendent to deal with Title IX and 504 grievances.

Other employee grievances will be resolved through the grievance procedure of the Professional Negotiated Agreement (section 5).

Step I

In order to resolve differences as quickly as possible and informally, the grievant (student) should immediately arrange to meet with the staff member that one feels is responsible for the alleged discrimination. This is an informal discussion to resolve the situation.

Step II

In there is not satisfactory solution at the first step, the grievant should schedule an appointment with the vocational director. The grievant should specifically outline the nature of the grievance in writing on Form I (Form 4125 F1) within five (5) school days of the Step I discussion. The director will mediate the grievance and forward a copy of the grievance to the Title IX coordinator.

Step III

If there is still no resolution to the problem after the meeting with the director, the grievant may schedule a meeting with the Title IX coordinator. This meeting should be scheduled within seven (7) school days after Step II is completed. If at this point, there is still not resolution of the grievance, a second meeting of the above parties and the Superintendent should be scheduled within ten (10) school days.

All disputes should be resolved at this level, with the Superintendent as final arbitrator of the grievance and interpreter of Board of Education policy.

If, at the end of the entire grievance procedure, the grievant feels that a Board policy is discriminatory in nature, s/he may elect to pursue the grievance at the next regularly-scheduled Board meeting. The grievant must notify the Superintendent in advance, in writing, of this desire.
