6460.01 - VENDOR INFORMATION

The purchasing department shall develop and maintain a listing of potential vendors. The purchasing department shall, as practicable, notify vendors on the listing of invitation for bid, request for quotation, or other purchasing opportunities and may notify other known persons or firms that are capable of providing the requested commodity or service. Invitation for bid or request for quotation packages shall be provided as requested to any vendor or person.

 A.The purchasing department may remove the name of any person or firm from the listing upon failure to respond to a previous invitation for bid or request for quotation.

 B.The Superintendent, at the request of the purchasing agent, may remove the name of any unqualified or unreliable vendor from the list. The affected vendor may apply to the purchasing agent for reinstatement after a period of one (1) year.

The purchasing department shall practice the highest possible standards of business ethics and professional courtesy in its relations with vendors. It will accord prompt and courteous reception, as well as fair and equal treatment, to all vendors.

Vendors shall be welcomed and received during regular business hours, as time permits.

 A.Vendor representatives shall, regardless of the products or services offered, clear with the purchasing department before contacting any District personnel, including instructional staff.

 B.Under no circumstances shall vendors contact students directly without prior authorization from the school principal.

 C.All forms of canvassing or soliciting of employees and students on Board premises during school or work hours is prohibited, except as otherwise approved in writing by the Superintendent.

Board employees may not use bid prices or school prices when making personal purchases. A Board employee shall not be prohibited from participating in any activity or purchasing program that is publicly offered to all Board employees or in District surplus sales, provided there is no preferential treatment.

Any violation of these provisions by a Board employee may be grounds for dismissal.
