3220 - EVALUATION OF INSTRUCTIONAL STAFF
The Board, through the powers derived from the Florida statutes, is responsible for the employment and discharge of all personnel. To carry out this responsibility, it delegates to the Superintendent the function of establishing and implementing a program of personnel assessment.
It is the purpose of the program of staff assessment to:
| A. | strive for the improvement of the total District program; | ||
| B. | stress the importance of personal improvement on the part of individual instructional staff members so that each student may be provided a quality education; | ||
| C. | ensure the continuous improvement of administrative and supervisory services provided instructional staff members; | ||
| D. | establish a process of continuous and systematic instructional staff member evaluation. |
The staff evaluation program shall aim at the early identification of specific areas in which the individual instructional staff member needs help so that appropriate assistance may be provided or arranged. A supervisor offering suggestions for improvement to a instructional staff member shall not release that instructional staff member from the responsibility to improve. If a instructional staff member, after receiving a reasonable degree of assistance, fails to perform his/her assigned responsibilities in a satisfactory manner, dismissal procedures may be invoked. In such an instance, all relative evaluation documents may be used in the proceedings.
Evaluations shall be conducted of each instructional staff member, using criteria set forth in the "Teacher Assessment System" as adopted by the Board. An instructional staff member shall be given a copy of any documents relating to his/her performance which are to be placed in the personnel file.
Evaluations shall be conducted in accordance with State statute. In order to provide time to show progress in correcting deficiencies identified in the evaluation, the completed evaluation shall be shown to the evaluatee at least sixty (60) days prior to any action by the Board on the instructional staff member's contract of employment.
An instructional staff member may be required to take recognized examinations as the Superintendent deems necessary to evaluate his/her health, competence, and/or performance. Refusal to take required examinations shall be grounds for immediate dismissal. The Board shall pay for the cost of the examination(s).
The terms of the collective bargaining agreement shall control the appraisal of instructional personnel who are subject to such agreement.
