3112.01 - TEACHER ASSOCIATION PRIVILEGES

The Association President or his/her designee from the school staff may visit schools to talk with teachers at times when the Association President (or his/her designee) and the teachers with whom s/he confers have no assigned responsibilities.

The Association may present welcoming remarks to teachers at the first general staff meeting at the start of the school year. The placement on the agenda and the time allocation will be determined by the Superintendent.

In an effort to avoid misunderstandings relative to the negotiability of items brought forth by the Classroom Teachers Association during a bargaining period the position of the Board is that parties will follow I.C. 20-29 relative to negotiations and/or discussions thereby permitting negotiations as follows:

 A.Negotiations in the schools with the Teachers Association shall be over the matters of salary, wages, hours, and salary and wage related fringe benefits only.

 B.All other items of any nature will be considered to be and treated as discussible only, and will not be negotiated with the school employee organization regardless of when and in what fashion the school employee organization raises the issue. No deviation from this position shall be made by the Board throughout the term of the bargaining period, unless a written stipulation to deviate from said position is given by the Board of its own violation to the employee organization the contents of which shall include any items that shall have its status changed from discussible to negotiable, the date of the change and the reason for said change. Finally, no changes are permitted nor is such stipulation valid unless given in writing prior to the commencement of negotiations on, and/or status change of, said item.
